City of Centerville <br />City Council Meeting Minutes <br />May 14, 2025 <br />Council Member Koski also commented that Amazon was not required to do this. Amazon is doing this <br />to be good stewards and business in our community. He stated that he wanted to make sure that their <br />efforts are appreciated. <br />Roll Call: Mayor Golden, Council Member Koski, Council Member Kubat, Council Member <br />Mosher and Council Member Rios. Motion carried. <br /> <br />IX. NEW BUSINESS <br /> <br />1. Recommendation from P & Z on Approval of Variance for Dreamscape <br />Interim City Administrator Lewis stated that at the May 6th Planning & Zoning (P&Z) Commission <br />meeting held a public hearing was held to receive input on a request for a sign variance at <br />th <br />Dreamscape/Alex's. located at 7087 - 20 Avenue. <br />Mr. Phil Carlson explained that the owner wanted to build a pylon sign that is less than 15 ft from the <br />property line along 20th Avenue and therefore a variance is required. He stated that per city code, a <br />business may have one pylon sign, or one ground sign, located at a minimum of 15 feet from any property <br />line to the nearest supporting structure of the sign. He also explained what a variance is and that this <br />variance falls within the guidelines of the issuing a variance (details are in the packet). <br />Mr. Carlson stated that P&Z is recommending approval of the variance with the conditions of approval <br />and findings outlined in the staff memo located in the packet. <br />Council Member Rios stated that this was a reasonable request and felt that we need to do everything we <br />can to support this request. <br />A discussion ensued. <br />Motion by Mayor Golden, seconded by Council Member Rios, to approve the sign variance with the <br />conditions and findings of fact outlined in the staff report, as presented. Roll Call: Mayor Golden, <br />Council Member Koski, Council Member Kubat, Council Member Mosher and Council Member <br />Rios. Motion carried. <br /> <br />2. Recommendation from P & Z for Approval of Variance for Accessory Structure, 1421 <br />Mound Trail <br />Interim City Administrator Lewis stated that the P & Z reviewed the accessory structure in the front yard <br />for a garage at 1421 Mound Trail and the Planning Commission recommends this for approval. <br />Mr. Phil Carlson reviewed the specifics of the variance, and stated the staff report was contained in <br />council’s packet. He stated that this variance request has brought about some complex issues of <br />terminology of the code. He stated that this is a long lot located at 1421 Mound Trail and the house is <br />near the lake shore of Centerville Lake and this differs from most lots where the house is located near the <br />street and leave as much larger backyard that they can. In this case, one of the questions that came up <br />with this request is, where is the rear yard? There was discussion of the common law provision that <br />lakeshore lots consider the front yard facing the water. The City Attorney, Glaser clarified that the City of <br />Centerville has authority within its zoning regulations to define and regulate placement of structures, <br />Page 5 of 8 <br /> <br /> <br />
