City of Centerville <br />City Council Meeting Minutes <br />May 14, 2025 <br />including where the front and rear yards are. City zoning regulations would supersede the common law <br />provision. The Centerville Zoning Code defines the front yard as having frontage on the street and the rear <br />yard is opposite the front. For lakeshore lots like 1421 Mounds Trail which front on a street with the lake <br />behind, the street side is the front, and the lake side is the rear, although there are different, more restrictive <br />setbacks from the lake (75 ft) that would supersede the standard rear yard setback of 25 ft. <br />Mr. Carlson stated that he would recommend this variance for approval to the front yard setback for an <br />accessory building at 1421 Mound Trail as depicted on the submitted materials from applicant Mr. Jim <br />Heron, with the following conditions and findings of fact that are included in your packet. <br />A lengthy discussion ensued. <br />Motion by Council Member Kubat, seconded by Council Member Rios to deny the variance as <br />presented. Roll Call: Mayor Golden, Council Member Koski, Council Member Mosher voted Nay <br />and Council Member Rios and Council Member Kubat Aye. <br />Mayor Golden asked if anyone would like to put a new motion on the table. <br />Council Member Koski stated that he would make a motion based on precedent and history that he was in <br />agreement with what Council Member Kubat said, but he stated he thinks we should move on with this. <br />Motion by Council Member Koski, seconded by Council Member Mosher to approve the variance <br />for 1421 Mound Trail for the construction of an accessory structure in any configuration of size not <br />to exceed 802 square feet ensuring compliance with required setbacks, all city codes, as well as <br />recommendations outline in the updated findings of fact, as presented. Roll Call: Council Member <br />Rios, Mayor Golden, Council Member Mosher, Council Member Koski, approved. Council <br />Member Kubat Nayed. Motion carries. <br /> <br />X. COUNCIL/ADMINISTRATOR ANNOUNCEMETS <br /> <br />Administrator/Engineer Report – Interim Administrator Lewis stated that the report was <br />contained in the packet and provided Council with a brief review. <br /> <br />1. Council Report <br /> <br />a. Kubat - <br />(i) Parks & Recreation Committee – Council Member Kubat reported that P & R. They are <br />working on a more permanent structure for Disc Golf and hoping that it will be open for <br />use this fall. Also, reported on playground equipment proposals. He stated that they <br />received 3 proposals. Two of the proposals that were considered were to use a rubberized <br />mat across the entire play area which is ADA accessible and the other used wood fiber, <br />which over time would be ADA accessible. <br />(ii) Centennial Fire District Steering Committee – Council Member Kubat gave no report. <br />(iii) Planning & Zoning Commission - Council Member Kubat gave no report. <br /> <br />b. Koski - Council Member Koski commented on the logos.
