City of Centerville <br />City Council Meeting Minutes <br />May 28, 2025 <br /> <br />if using bituminous, nine inches would be needed and if utilizing concrete four inches would be needed. <br />Ms. Schlegel stated that if the road thickness was modified, curb and gutter would need reconstruction <br />(approximately 200 feet). She explained that the third option would be to rehabilitate the existing interior <br />culvert with steel plate liners, which would not necessitate any roadway modifications. She stated that <br />there were concerns that it would decrease the water flow due to decreasing the openings of the culverts. <br />Ms. Schlegel stated that this option would need thorough analysis by a qualified contractor. Ms. Schlegel <br />also stated that the fourth option would be a complete replacement of the bridge. Ms. Schlegel said that <br />they have had discussions with MNDOT, and this is their preferred option due to the deterioration of the <br />culvert. She reviewed the costs, option 1 Î raising the grade with asphalt, approximately $335,000; option <br />2 Î raising the grade with concrete, approximately $325,000; option 3 Î steel plate liners, approximately <br />$320,000; and option 4 Î replace the culvert, approximately $650,000. She stated that option 4 would be <br />eligible for State funding. <br /> <br />She reviewed the funding options available and stated that there are likely to be two sources of funding: <br />local funds or State Bridge Funds. If the City wishes to pursue options 1 or 2, they would be funded by <br />the Street Fund. She stated that currently there were no bridge funds available, but stated that the State <br />legislature had regularly appropriate funds for bridges. As a city with a population of 5,000 or less, <br />Centerville would be eligible for 100% of the engineering design and bridge replacement construction <br />costs, less $10,000 match for engineering and $10,000 matching for construction. To be eligible for <br />funding appropriation, engineered design and construction plans must be completed and approved by <br />MNDOT. If funding is not available at that time, the project will be added to the waitlist. <br /> <br />Discussion ensued and consensus was for moving forward with option 4. <br /> <br />Motion by Mayor Golden, seconded by Council Member Koski, to have staff collect the information <br />to move forward with option #4, complete reconstruction of the culvert so it can be shovel ready <br />along with continuance of researching funding. All in favor. Motion carried. <br />2.City Hall Irrigation <br />Interim City Administrator Lewis stated that the city had received a matching grant from Rice Creek Water <br />Shed District (RCWD) for the installation of a reuse irrigation system to be located at City Hall. The <br />estimated cost of the project would be $50,000 ($25,000 from RCWD and $25,000 from the city). She <br />stated the project bids came in under $50,000. <br />Ms. Schlegel stated that the project would utilize the stormwater from the pond behind city hall for <br />irrigation of the lawn. She stated that staff had received quotes from two contractors to install the system <br />(Irrigation Doctor, Inc. - $34,350 with an alternate quote for an additional $3,000) and (Peterson <br />Companies - $41,720 with an alternate quote for an additional $4,806). Ms. Schlegel stated that in addition <br />to the installation of the irrigation system, the city would be required to provide a power source for the <br />system. The city received a quote from Aid Electric for the power source - $4,195. She stated that the <br />grant also required that the design plan and specifications be prepared and signed by a licensed engineer <br />or landscape architect. She explained that the total estimated cost of the project would fall within the <br />$50,000 grant amount previously authorized by the council for either the base bid or the base bid plus the <br />alternate. She also stated that the next step would be for the city to sign the grant agreement, request plans <br />and specifications to be prepared and provide a contractor of the CouncilÓs choice along with a contract <br />for services. Ms. Schlegel stated there would need to be an educational component and signage stating <br />that the area was being irrigated from a storm pond similar to that at Laurie LaMotte Memorial Park. <br />Page 5 of 8 <br /> <br /> <br />
