City of Centerville <br />City Council Meeting Minutes <br />May 28, 2025 <br /> <br /> <br />A discussion ensued, Interim Public Works Director Tedd Peterson, stated that included in the proposal <br />was an alternate and that he would not recommend that. He stated that the low bidder was a responsible <br />bidder and reliable contractor. Interim City Administrator Lewis stated that the contract with RCWD <br />needed to be signed the next day and that she would follow up with RCWD to ensure that if the bid/costs <br />were less than $50,000 it would remain a matching grant. The consensus was to accept the grant at a <br />50/50 cost share. <br /> <br />Motion by Council Member Koski, seconded by Council Member Rios to authorize Stantec to <br />prepare plans and specifications with an estimated hourly fee but not exceeding $4,000 and to <br />approve the quote from Irrigation Doctor, Inc.Ós base bid of $34,350, excluding the alternate, and <br />the bid from Aid Electric, with the intent of clarifying with Rice Creek regarding the grant amount <br />remaining a 50/50 cost share even if the cost was less than $50,000. All in favor. Motion carried. <br /> <br />3.Succession Council Member Vacancy & Res. #25-0XX Î Accepting Resignation of Council <br />Member Darrin Mosher & Declaring a Vacancy <br />Attorney Glaser explained the rules and procedures for vacating a seat. He stated that Council Member <br />Mosher, at some point, would no longer qualify as a Council Member if residing in a different state. He <br />also stated that Council Member Mosher could voluntarily resign, or the council could declare his seat <br />vacant. Attorney Glaser explained that if the council found that Council Member Mosher was no longer <br />a resident of Centerville or the State of Minnesota, the council could approve Findings of Fact and then <br />declare his seat vacant. <br />Under both options, the council needs to go forward to create a resolution, which is in the packet, assuming <br />that Council Member Mosher resigns. He explained that the situation was a candidacy issue, and a <br />resolution would be needed in either circumstance. Attorney Glaser also stated that he attempted to <br />contact Council Member Mosher but did not receive a call back. He stated that he is aware that the council <br />and the public have a lot of questions about the current situation. He stated that typically, candidacy issues <br />are very personal, but in a case like this, the council could declare his seat vacant if he no longer is a <br />resident. <br />Attorney Glaser stated reviewed the memorandum and resolution contained in CouncilÓs packet. Council <br />Member Mosher had said that eventually he would no longer be a resident of Centerville or Minnesota, <br />but he did not formally declared that. He explained that the resolution is in preparation. <br />Discussion ensued, Council Member Koski felt that Council Member Mosher would declare his <br />resignation upon the sale of his home and Council Member Rios concurred. <br />Interim City Administrator Lewis stated that she has had numerous conversations with Council Member <br />Mosher with his preference being to continue his Zoom attendance for meetings. She stated that she has <br />not engaged him on his future plans on the council. Council Member Koski stated that it would be public <br />information if/when he sold his home in Centerville. Mayor Golden stated that Council Member Mosher <br />stated that he does have an offer on his home with a contingency offer on a new residence out of state. <br />Motion by Mayor Golden, seconded by Council Member Koski to table Res. #25-0XX Î Accepting <br />Resignation of Council Member Darrin Mosher & Declaring a Vacancy.
