City of Centerville <br />Work Session & City Council Meeting Minutes <br />October 23, 2025 <br />Engineer Schlegel explained that passing this resolution was the last step in the 429-assessment process <br />and final notices would be sent following this evening’s meeting. Ms. Schlegel explained that the <br />resolution contained several areas that needed to be consider when and if adoption were to take place; <br />amount of time that the assessment will run (previous projects three years), interest rate which is <br />determined by the Finance Director as going rate (previous projects - 2015, 2017 and 2022 were 5%), <br />amounts per residential parcel (2015 - $515; 2017 - $550; and 2022 - $650). She stated that the resolution <br />proposes a three-year term at 5.5% interest which was more reflective of the time, and $750 per residential <br />parcel. It was noted that the interest rates have increased by half a percent from previous assessments. <br />Discussion ensued regarding lowering the interest rate. <br />Motion by Council Member Kubat, seconded by Broussard Vickers to Adopt Resolution #25-036 – <br />Adopting Special Assessments – 2025 Thin Mill & Overlay with the amended interest rate of 5%. <br />Motion carried. Roll call: Mayor Golden, Acting Mayor Koski, Council Members Broussard- <br />Vickers, and Kubat. Motion carried. <br /> <br />2. Contract Award – Well #1 Maintenance Project. <br />Engineer Schlegel reviewed the quotes received with Council as contained in their packets and she also <br />reviewed a Power Point with them. She stated that the repairs to the pump are currently unknown. <br />Motion by Acting Mayor Koski , seconded by Broussard Vickers to Award Traut Companies the <br />project on the Total Base Quotation Amount of $58,540, with alternate units of $86,300 for a total <br />of $144,840. Roll call: Mayor Golden, Acting Mayor Koski, Council Members Broussard-Vickers, <br />and Kubat. Motion carried. <br /> <br />VIII. NEW BUSINESS <br /> <br />1. None. <br /> <br />X. COUNCIL/ADMINISTRATOR ANNOUNCEMETS <br /> <br />Administrator Report – Administrator Lewis stated that the report was contained in the packet for <br />council review and that she would take questions. <br /> <br />1. Council Reports <br /> <br />a. Kubat – <br />(i) Parks & Recreation Committee – Council Member Kubat stated that the committee is <br />winding down from a very busy summer and that some of the items from LaMotte park <br />will be repurposed at another park. <br /> (ii) Centennial Fire District Committee – Council Member Kubat stated that discussion <br />included SBM, equipment and items in storage. <br /> <br />b. Koski – Acting Mayor Koski stated that the Volunteer Appreciation Event took place the evening <br />prior and it was well received. <br /> (i) Planning & Zoning Commission – Acting Mayor Koski stated that the Commission and <br />Council participated in a Work Session and they discussed density and the Downtown <br />Page 4 of 5 <br /> <br /> <br />
