City of Centerville <br />Work Session & City Council Meeting Minutes <br />November 13, 2025 <br />bid. City Attorney stated that if it was in the easement and in the way, it needed to be removed. Ms. <br />Schlegel stated that she was sure that the contractor could remove the tree for compensation. <br />Mayor Golden thanked all residents for attending and thanked them for a mutual agreement for the project. <br />Additional discussion ensued regarding utilities which will need to be temporarily moved, contact the <br />contractor and obtaining timeframe for commencement of the project. <br />2. PFML <br />Administrator Lewis stated that this program cannot be run through the city's cafeteria plan. Finance <br />Director DeJong stated that if council desired to cover employees for direct reimbursement, a stipend or <br />through the pay schedule could be achieved (.25/hour). He stated that the funding is not eligible per <br />cafeteria plan requirements. <br />Lengthy discussion ensued regarding how it was paid, the payment being taxable, the city paying directly, <br />costs share program, total number being of the expenditure of $8,900 per year, review annually, a new <br />program which may evolve, paying 100%. <br />Motion by Council Member Kubat, seconded by Council Member Rios to authorize the City to pay <br />100% of the PFML premiums for 2026. Roll call: Mayor Golden, Council Members Broussard <br />Vickers, Koski, Kubat and Rios. Motion carried. <br />VIIL NEW BUSINESS <br />1. Res. #25-OXX — Delinquent Municipal Utilities, Garbage, and Assessment Agreement, Etc. <br />Administrator Lewis stated that there was a revised resolution as several residents have paid and will not <br />be specially assessed. She also stated that a Public Hearing was held earlier this evening with no members <br />of the public appearing to address the item. <br />Motion by Council Member Kubat, seconded by Council Member Koski to Adopt the revised <br />Res.#25-040 — Delinquent Municipal Utilities, Garbage, and Assessment Agreement, Etc. as <br />submitted. Roll call: Mayor Golden, Council Members Broussard Vickers, Koski, Kubat and Rios. <br />Motion carried. <br />2. Contract for Classification, Compensation and Pay Equity Study <br />Administrator Lewis stated that proposals for a classification, compensation and pay equity study were <br />forwarded to contractors several months prior, three firms were interviewed and staff is recommending <br />MGT. She stated that Ms. Rachel Skaggs, Director, Human Capital-MGT, was attending via Zoom if <br />council had any questions. Administrator Lewis stated that she was recommending MGT because they <br />could complete the study within the timeframe (approximately 3 months), historically working with small <br />municipalities, and that they were a suitable fit for Centerville. <br />Council Member Rios thanked Ms. Skaggs for all the information that was provided regarding MGT and <br />their skillset. She asked Ms. Skagg to provide council with a brief overview.
