City of Centerville <br />Work Session & City Council Meeting Minutes <br />November 13, 2025 <br />job; the employee will complete a Job Analysis Questionnaire, staff will review and will meet with the <br />employee to ensure that they understand the position; provide a group of comparable communities; market <br />survey to those communities on the positions that are covered; collect and analyze that data; compile <br />classification and compensation plan taking into account internal equity; comparable market; and provide <br />recommendations. Mayor Golden stated that working with comparable cities but yet the City of <br />Centerville was unique as it is a part of the seven metro counties having a population of 3,900 and how <br />does the city keep those items aligned with comparable communities. Ms. Skagg stated that we look at <br />communities that have a similar ability to pay. However, the setting component of that is looking at <br />competitors in the region with MGT establishing 12 to 20 comparable communities based on two factors, <br />financial ability to pay and then second competitors in the marketplace as the city wants to attract and <br />retain employees and those that need to be trained. Council Member Rios asked for clarification for a <br />timeline. Ms. Skaggs stated that it would take approximately three months. Mayor Golden asked if the <br />contract was approved this evening how quickly the study could commence. Ms. Skaggs stated as soon <br />as the contract was signed. Council Member Kubat ask why the city should complete this and what does <br />it bring to the city. The study ensures pay equity and that the city is competitive with the market. She <br />stated that the city would not have to complete another study in five years and that it would only need to <br />be a compensation study. Council Member Koski asked if someone was in a position that happen to make <br />more than your study reveals they should and what would be done about that. He also asked about <br />additional positions that the city may want to add in the future. Ms. Skaggs stated that they never <br />recommend a pay reduction, but the position would remain at the pay rate until the market aligns with it. <br />Ms. Skaggs stated that they can provide the city with scoring information for positions along with current <br />positions taking on additional responsibilities following the completion of the study. <br />Administrator Lewis stated that she is interested in ascertaining what everyone is doing and what needs <br />to be completed for replacing her previous position of Assistant City Administrator (e.g. appropriate title, <br />compensation, etc.) <br />Council Member Rios felt that the study would lay a foundation for recruitment and retention going <br />forward. <br />Motion by Council Member Rios, seconded by Council Member Koski to approve the contract with <br />MGT for the completion of a Classification, Compensation, and Pay Equity Study. Roll call: Mayor <br />Golden, Council Members Broussard Vickers, Koski, Kubat and Rios. Motion carried. <br />3. Ord. #XX, Second Series — Amending Chapter 156 Language — First Reading <br />City Administrator Lewis stated that at the Planning & Zoning Commission lengthy discussion was had <br />regarding numerous language modifications prior to City Planner Phil Carlson's retirement and t Nathan <br />Fuerst has completed the work as the City's new City Planner. <br />City Planner Fuerst reviewed the information contained in council's packet, lengthy discussion was had <br />and it was stated that it was the first reading and the item would be on the December Agenda for its second <br />reading. <br />4.
