City of Centerville <br />Work Session & City Council Meeting Minutes <br />November 13, 2025 <br />C. Tobacco, Off -Sale Liquor License & Low Potency Cannabis Retail — Centerville <br />Liquor Barrel <br />d. On Sale & Sunday Liquor Licenses — Southern Rail <br />e. On Sale, Off Sale & Sunday Liquor Licenses — Kelly's Korner <br />City Administrator Lewis stated that licenses are renewed on an annual basis and contained in council's <br />packet are the Centennial Lakes Police Department background checks. Administrator Lewis stated that <br />one of the establishments failed their annual compliance check and she had asked City Attorney Glaser to <br />speak regarding the process for those violations. <br />Attorney Glaser stated that typically compliance check failures do not stop the renewal process but behind <br />the scenes is that the individual who sold to underage individuals would be cited for the criminal charge. <br />He stated that this has not happened to date as the failure was recent. He explained that the city and law <br />are both seeking compliance of the establishment and its employees. He explained that criminally, the <br />individual receives a fine, may be required to participate in additional training and remain law abiding for <br />a period of one year and then goes away. He stated that the city, in the past, has imposed civil penalties <br />on establishments/individuals that have violated the law, and required additional training through the <br />Centennial Lakes Police Department. Attorney Glaser stated that liquor violation and civil penalties are <br />progressive per the city's fee schedule. <br />Mayor Golden asked about the Low Potency Cannabis Retail License and City Attorney Glaser explained <br />that low potency is less than 5 mg of Delta-9 THC-derived from hemp per serving (gummies or THC- <br />infused beverages). Mayor Golden was confused about requirements for distances from daycares, schools, <br />etc. versus high potency items. Attorney Glaser stated that any drinks that are higher in potency must be <br />sold by a dispensary. <br />Discussion ensued regarding timing of compliance checks, uniformity, use of underage individuals, etc. <br />Motion by Council Member Koski, seconded by Council Member Rios to approve the Liquor and <br />Tobacco License Renewals as submitted. Roll call: Mayor Golden, Council Members Broussard <br />Vickers, Koski, Kubat and Rios. Motion carried. <br />X. COUNCIL/ADMINISTRATOR ANNOUNCEMETS <br />Administrator Report — Administrator Lewis stated that the report was contained in the packet for <br />council review and that she would take questions. <br />1. Council Reports <br />a. Kubat — <br />(i) Parks & Recreation Committee — Council Member Kubat gave no report. <br />(ii) Centennial Fire District Committee — Council Member Kubat gave no report. <br />b. Koski — Council Member Koski thanked all community members over the years who contributed <br />to the Centennial Fire District. Council Member Koski stated that he attended the Anoka County <br />Local Government Officials meeting where he spoke with Joe MacPherson, Chief Officer, <br />Transportation and County Engineer regarding 20t' Avenue and a suggestion was that Centerville <br />Page 9 of 12 <br />W. <br />
