City of Centerville <br />City Council Meeting Minutes <br />December 11, 2025 <br />Motion by Council Member Broussard Vickers, seconded by Council Member Rios to Approve <br />Consent Agenda Item #6 as presented. Roll Call: Mayor Golden, Council Members Broussard <br />Vickers, Koski, Kubat and Rios. Motion carried. <br />VIII.OLD BUSINESS <br />1.Lino Interconnect <br />City Attorney Glaser stated that the item was discussed during the Work Session, that the current Joint <br />Powers Agreement was collaboratively discussed with the City of Lino Lakes and its amendments of water <br />payback versus monetary payback along with the formula used for computing that. <br />Motion by Council Member Broussard Vickers, seconded by Council Member Kubat to table the <br />item allowing Staff to continue to work with Lino Lakes regarding the item Roll Call: Mayor <br />Golden, Council Members Broussard Vickers, Koski, Kubat and Rios. Motion carried. <br />2.Special Assessment Agreements and Waivers <br />a)6996 Brian Drive <br />b)1922 Eagle Trail <br />c)1932 Eagle Trail <br />d)1940 Eagle Trail <br />City Attorney Glaser stated that the agreements were contained in the packet for council review and that <br />construction easements were still being completed. <br />City Engineer, Ms. Kelli Schlegel, reviewed the process for completion of the project following all <br />agreements being signed. She stated that the project would most likely take place in the Spring/Summer. <br />Discussion ensued regarding the length of the coordination with property owners, city and resolution. <br />Interim Public Works Director Peterson reminded council that the rates were quoted in the summer of <br />2025 and may most likely increase.Acting Mayor Koski stated that he appreciated the neighbors for <br />working together for a resolution also. <br />Motion by Council Member Kubat, seconded by Council Member Rios to Approve the Special <br />Assessment Agreements and Waivers for the Brian Drive Pond Drainage and Utility Improvement <br />project. <br />Acting Mayor Koski asked whether an increase would need to be considered for the agreements. Engineer <br />Schlegel stated that she would reach out to Olson Sewer to determine if that were the case. <br />Roll Call: Mayor Golden, Council Members Koski, Kubat and Rios.
