City of Centerville <br />City Council Meeting Minutes <br />December 11, 2025 <br />City Administrator Lewis stated that the candidate participated in an interview with an interview panel <br />along with five other individuals. She stated that the individual stood out and staff would like to forward <br />an offer of employment contingent upon successful completion of a background check and pre- <br />employment screening. <br />Motion by Council Member Broussard Vickers, seconded by Council Member Rios to Authorize <br />staff to forward an Offer of Employment to the Selected Candidate Subject to Successful <br />Completion of a Background Check and Pre-employment Screening Roll Call: Mayor Golden, <br />Council Members Broussard Vickers, Koski, Kubat and Rios. Motion carried. <br />2. Resolution #25-XXX – Adopting the 2026 Budget <br />Acting Mayor Koski stated that council has discussed this item numerous times up until this point, cannot <br />increase the amount of the levy that was previously set in September but can decrease the levy if desired. <br />Finance Director DeJong stated that once the amount has been set this evening, there is no turning back. <br />Motion by Council Member Kubat, seconded by Council Member Rios to Reduce the Proposed <br />Levy by $60,000, ($40,000 Bond Fund and $20,000 EDA) from the current proposed budget. <br />Discussion ensued regarding reducing the levy by $45,000 instead of $60,000 with a 1.25% decrease. <br />Council Member Kubat Amended the Motion, Council Member Rios Accepted the Amendment to <br />Reduce the Tax Levy by a total of $45,000 ($25,000 Bond Fund and $20,000 from the EDA Transfer) <br />and Adopt Res. #25-042 Reflected Accordingly. <br />Roll Call: Council Members Broussard Vickers, Koski, Kubat and Rios, Mayor Golden Nay. <br />Motion carried. <br />3. Resolution #25-0XX – 2026 Pay & Benefits <br />Finance Director DeJong reviewed the information contained in council’s packet. He stated that the IUOE <br />Local 49’ers have a contract that includes a 3% increase for their employees and staff recommends that <br />the cost-of-living increase be given to all non-union employees along with temporary and seasonal <br />employees. Finance Director DeJong stated that this increase excludes the City Administrator as there is <br />an agreement for employment with that individual. He stated that a 3% increase is included in the budget <br />as that has been past practice that nonunion employees receive the same cost of living increase as union <br />employees. <br />Discussion ensued as to the reasoning for completing this, a tight budget. Finance Director DeJong stated <br />that council was not required to give non-union employees an increase if they chose not to. He stated that <br />the increase was very minimal to the budget overall ($12,000), upcoming pay study, only increasing the <br />Head Election Judge and Election Judge pay by 3%, past practice, and the inclusion of administrative <br />staff. <br />Mayor Golden asked why a 3% increase is being made since these are non-union positions. Finance <br />Director DeJong stated the total is $1,200 per month. She suggested the election judge positions be <br />increased by 3%, but not the others.
