The purpose of the Commercial <br />District is stated in Centerville City Code, Sec. 156.030(A) as follows: <br />It is intended that the B-1 District provide opportunities for retail and service business uses <br />which require larger development sites, highway visibility or highway access. <br />Comprehensive Plan <br />The future land use of the subject property is commerĭźğƌĬğƭĻķ ƚƓ ƷŷĻ /źƷǤƭ ЋЉЍЉ /ƚƒƦƩĻŷĻƓƭźǝĻ tƌğƓ͵ <br />This proposal is generally consistent with goals in the Comprehensive Plan for commercial development. <br />Land Use <br />The property owner is proposing a retail use on this propertywhich is permitteķͻĬǤ ƩźŭŷƷͼ źƓ ƷŷĻ .ΏЊ <br />District, as outlined in Table 156-A.1of the City Code. <br />In correspondence with the city, the property owner has described the retail operation as online and in <br />person sales of automotive parts. It is understood that the vast share ofthe sales at this location will be <br />online, but a small retail storefront is proposed for walk in sales. The area of the building allocated to <br />each use is not fully known at the time of writing this report. <br />CUP Requirementand Analysis <br />Whena change of useoccurs, properties must be conforming with the minimum requirements <br />established by the zoning code for the newuse. This includes the total number of parking stalls and <br />improvements, if applicable, to a parking area. <br />City Code Section 156.166 creates standards for off-streetparking. While the property owner is <br />proposing site improvements to address curbing and surface requirements, they are seeking flexibility <br />through the process created in City Code for the total number of parking spaces. The CUP request is for <br />flexibility to allow 28 total parking spaces, which is below the required minimum in City Code Sec. <br />156.166. <br />The Planning Commission may recommend findings and conditions of approval toensure consistency <br />with the intent of the zoningordinance. <br />Parkingand Driveway <br />City Code Sec. 156.166, Parking and Driveway Requirements establishes minimum requirements for <br />parking spaces depending upon the land use. It also requiresthat the more restrictive minimum applies <br />when there is more than one use on the property. Retail uses require 6 parking spaces per 1,000 sq ft of <br />gross floor area. The current and proposed retail space on the subject property is approximately 12,000 <br />sq ft, which would require 72parking spaces. <br />City Code Sec. 156.166 states the following regarding parking requirements: <br />11 <br /> <br />
