In <br />the event a conditional use permit is granted, a condition may be imposed to require that the <br />land normally dedicated to parking shall be held in a landscaped reserve that can be used for <br />parking in the event the use or parking needs should change. A landscape reserve should equal <br />the amount of land necessary to support the number of parking spaces required to serve any <br />more restrictive parking use of the building or structure permitted by the applicable zoning <br />district and building codes. <br />City Code Sec. 156.166 requires that the City apply the strictest standard to the number of required <br />spaces for a use, which would be retailin this case: <br />(N)Requirements For Mixed-Uses. If a building or structure contains a mixture of uses as defined <br />byparagraphs (A) and (I), the minimum number of parking spaces required for the entire <br />building orstructure shall be calculated for the most restrictive parking use as permitted by the <br />applicable zoningdistrict and building codes <br />The request for flexibility would allow 28 total parking spaces on the site. These include two ADA spaces <br />ǞźƷŷ ğ ƭŷğƩĻķ Ў͸ ĭƌĻğƩğƓĭĻ ğƩĻğ͵ /ǒƩĬ ğƓķ ŭǒƷƷĻƩ ğƩĻ also proposed from the driveway along the edge of <br />the parking lot. <br />Staff find the request for flexibility to the overall number of stalls reasonable due to the low likelihood <br />that the proposeduse will drive a high number of physical customer visits. The proposed online sales <br />will require few parking stalls and potentiallyutilize the loading bays already found on thesouthwest <br />corner of the building. <br />Accessand Circulation <br />st <br />The site is accessed from 21Ave S to the east. There are no new access points with this application. The <br />parking and driving areas will be paved as required for retail uses. It is currently gravel. <br />st <br />Staff find it unlikely that customers to this site will park along 21Ave South or in parking areas on <br />surrounding lots. <br />Landscaping and Screening <br />There is currently some vegetative screening along the property boundary. The pervious areas are <br />mostly grass with a few tree plantings. Staff are not recommending that additional landscaping be <br />required at this time. <br />Other Improvements <br />Atthis time, no other improvements are proposed. Such additional improvements as lighting, signage, <br />fencing, or landscaping would be subject to City standards if proposed or required. <br />Staff Review Comments <br />City development review staff have had an opportunity to comment on the project but have not <br />provided any comments to date. <br />12 <br /> <br />
