6 Availability/Access to Fifty Percent "Hard Match"

· Explain current status of matching funds that will be used for this project.

Centerville Parks and Recreation has a total of $312,000 in the Park Capitol Fund of which,
$25,000 is ear marked for the improvement ofthe Laurie LaMotte Park Warming House. The
remainder of the Fund, $287,000, is available to draw from for approved trail projects.

7 Applicant Capability

· Demonstrate your ability to complete the project and subsequently operate and maintain it.

The Centerville Parks and Recreation Committee is working closely with the neighboring
communities of Hugo and Lino Lakes, as well as Anoka and Washington Counties to design a
well-planned trail to connect with preexisting county and community trails, promoting a
continuous trail network system between Anoka County Chain of Lakes Trail and Washington
County Hardwood Creek Trail.

· Specifically provide evidence of successful and timely completion of other such projects.

On January 1,2001, the City ofCenterville entered into a Joint Powers Agreement for a
regional trail. This agreement coordinates the connection from the City ofCenterville's Laurie
LaMotte Park Trail to the Anoka County Rice Creek Chain of Lakes trail system.

· Provide a five year operations and maintenance cost estimate, and the projected source of
these funds.

The statement below is signed by the Centerville Public Works director and appears in section
21, Letters of Support.

Centerville has five public parks and 10,500 feet of existing trail footage, which is being
successfully maintained. For consistency, Centerville currently has a Joint Powers
Agreement withAnoka County to maintain Centerville's connecting trail to the quality
established by Anoka County Trails. With the addition of another 4,000 feet of trail footage,
the cost for operations and maintenance of$500 will be allocated annually as part of the
Centerville City Budget. This cost is estimated to be $2,500 over a five-year period.

14
