9 Accessibility

. All Facilities that are developed, or portions thereof, using these funds must be accessible for
persons with disabilities. What considerations have been given to accessibility for persons
with disabilities?

The proposed Clearwater Trail will be designed in accordance with The Americans with
Disabilities Act (ADA) to insure that the Architectural Barriers Act (ABA) is in compliance with
standards for physical accessibility.

. How does this project facilitate and/or improve access to existing trails or trail related
facilities.

The proposed Clearwater Trail is a connecting Regional Trail. When completed, it will be a
continuous connection between Lino Lakes trails, Anoka County trails, Centerville trails, and
Hugo trails to the Washington County Hardwood Creek Trail. The Hardwood Creek Trail
extends north with proposed connections to the Munger Trail and Duluth.

. Provide information detailing how this project will be accessible and what documentation
was used to reach this desired outcome.

The Architectural Barriers Act (ABA) and The Rehabilitation Act prohibit discrimination and
requires access to individuals with disabilities as stated in the "Designing Sidewalks and Trails
for Access-Part I & II; Review of Existing Guidelines and Practices." The proposed Clearwater
Trail is being designed with accessibility in terms of architecture and design, transportation, and
communication to individuals with disabilities (ADA, 1990, Section 504). The proposed
Clearwater Trail will be constructed with accessibility provisions as stated in the ADA Standards
for Accessible Design and/or UFAS.

10 Public Need For and Benefit of Project

· Why should this project be funded?

The benefits of the proposed Clearwater Trail are countless. The proposed addition of the
connecting Clearwater Trail will produce a network of trails available for Local and Metro
Communities as well as the population at large. Trails encourage outdoor activities and exercise
at no cost to the user but with great health value. In addition, interpretive signs would provide
self guided education. The trail would also offer groups the ability to organize events and other
educational activities. The possibilities are limitless.

19
