<br />City of Centerville <br />Council Meeting Minutes <br />November 29, 2006 <br /> <br />Motion bv Council Member Terway. seconded bv Council Member Lee. to approve <br />Resoiution #06-05i. Certification oi City Services (Lawn Mowine) at jiil Brian <br />Drive ($63.90 + $50.00 Certification Fee = $113.90) All in favor. Motion carried <br />unanimously. <br /> <br />6. Appointment to Fill Vacancy on Planning and Zoning Commission - <br />Recommendation (Darrin Mosher) <br /> <br />Mayor Capra requested a report from the City Attorney. <br /> <br />City Attorney Glaser reported that practice and the ordinance were two different things <br />and it should be made a practice to follow the ordinance. He noted that Council is the <br />boss of its advisory committees and committee members could be chosen in several <br />ways. The only set offices are City Clerk, City Administrator, Engineer, and Legal <br />Counsel. City Attorney Glaser offered to provide handouts from the League's manual <br />should Council wish to review them. <br /> <br />Mayor Capra commented that Centerville does not follow practice as other cities and the <br />Council never sees the candidates. She expressed concern that people were being added <br />to the Commission to make recommendations and Council didn't know anything about <br />them. <br /> <br />Council Member Lee stated that committees were given the ability to recommend their <br />own members. <br /> <br />Council Member Lakso stated that she desired to ensure that all applicants are provided <br />the same opportunities for appointment. <br /> <br />Council Member Lee responded that he knew the recommended person and described his <br />background. <br /> <br />Mayor Capra stated her concern was not to negate any candidate's experience but, rather, <br />to allow due process. She suggested the Council take time to get to know the candidates <br />applying for committee/commission vacancies. <br /> <br />Council Member Lee said Mr. Mosher was the only candidate who took the initiative to <br />show up at the Planning and Zoning Commission meeting. <br /> <br />Mayor Capra stated that she would prefer to not make an appointment to the Planning <br />and Zoning Commission this evening but, rather, to have Council interview the three <br />candidates at a work session following the next Council meeting. <br /> <br />Council Member Paar concurred. <br /> <br />Council Member Lee stated that it was not his desire to disregard the recommendation <br />forwarded by Planning and Zoning Commission. <br /> <br />Page 10 of 16 <br /> <br />II) <br />
