City of Centerville
Council Meeting Minutes
November 29, 2006

Mayor Capra responded that she would prefer that Council interview aU candidates for
committees or commissions.

Council Member Paar commented that it was a luxury to have this many candidates for a
vacancy.

Mayor Capra stated that even with one vacancy and one person applying, the Council
should have the responsibility to meet with a candidate, discuss goals, and determine
what he/she would bring to a committee/commission.

Council Member Lakso inquired as to whether it would be a yearly process.

Mayor Capra responded that, according to ordinance, letters of interest to continue
service would need to be submitted to Council.

Council Member Lee commented that the process seemed too formal.

Mayor Capra stated that she would support a motion to interview the three committee
candidates.

Council Member Lakso inquired as to what a candidate would do if he/she could not
attend that particular Wednesday. City Administrator Larson responded that the
candidate could perhaps meet with Council on a Monday or Tuesday.

Mayor Capra stated that any candidate who wanted to be on a committee should come
through the Council and be interviewed. She said it was very nice that Mr. Mosher
attended the meeting but she had not been aware of a formal letter of invitation to attend
being sent to candidates.

Council Member Terway commented that Council needed to be aware of the ordinance
and assure the right people are appointed to the committees, not just because they show
up at meetings. Council Member Terway said it would bring some professionalism to the
process and suggested that Council be flexible to candidate scheduling needs, perhaps
creating a committee of the Council to meet on an agreed day, if needed.

Council Member Paar said he could see Council Member Lee's side and the need to
entrust preliminary work to committees but noted there could be an issue with Council
not having any information on the candidates.

Mayor Capra stated the City has not been following the process as outlined in the
ordinance.

Council Member Terway stated that he desired that the most suited candidates for the
vacancies be appointed ensuring the duties and responsibilities of the
committee/commissions are followed.

II
