<br />City of Centerville <br />Council Meeting Minutes <br />November 29, 2006 <br /> <br />Council Member Lee responded that all three candidates were good and interviewing <br />would be exercising due diligence. His point is to not to discount the Commission's <br />recommendation. <br /> <br />Mayor Capra suggested that City Administrator Larson contact the candidates to see if <br />they could attend the next Council meeting at 8 p.m., at which time Council would <br />interview each separately off camera for 10-15 minutes, utilizing the same questions for <br />all. She suggested City Administrator Larson contact Ham Lake, Lino Lakes, and Anoka <br />County to obtain process models for review. She also inquired whether any Park and <br />Recreation members would be interested in the Commission vacancy. <br /> <br />City Administrator Larson stated that Council may desire to take a more active role in the <br />recruitment process rather than committee/commission recommendations. <br /> <br />Council Member Lee said he thought Council should receive committee <br />recommendations. <br /> <br />Mayor Capra felt that Council should appoint representatives to committees! <br />commISSIons. <br /> <br />Council Member Terway suggested that Council ask three or four questions of the <br />candidates individually and that Council make the appointment. <br /> <br />Motion by Council Member Terway, seconded by Council Member Paar, to direct <br />the City Administrator to contact the Planninl!; and Zoninl!; Commission candidates <br />(for the appointment vacancy) to attend the next Council meetinl!; at 8 p.m., at which <br />time Council will interview each separately off camera for 10-15 minutes, utilizinl!; <br />the same Questions for all. All in favor. Motion carried unanimously. <br /> <br />IX. ANNOUNCEMENTSIUPDA TES <br /> <br />1. Chapter 15 - Sauna and Massage Parlors Amendment <br /> <br />Mayor Capra requested the City Administrator's update. <br /> <br />City Administrator Larson reported that there were two requests for operator licenses for <br />massage therapy and one applicant would be doing business in a chiropractic office. He <br />then said some requirements for a sauna and massage parlor require separate rest rooms <br />and lockers for men and women and the current applications expect to be unable to meet <br />that requirement. <br /> <br />City Administrator Larson stated that current standards did not take into account current <br />training, certification, and insurance for massage therapy and suggested Council consider <br />changing licensing standards to reflect those changes, perhaps creating a separate <br />category for massage therapy. <br /> <br />Page 12 of 16 <br /> <br />/2 <br />
