City of Centerville <br />City Council Meeting <br />November 8, 2006 <br /> <br />1.City Administrator, Mr. Dallas Larson <br /> <br />City Administrator Larson stated that previously Council discussed placement of <br />“Children at Play” signage on Mill Road and had requested comments from the Police <br />Department regarding same. Both the Police Chief and Sergeant provided information <br />and agree that signage would be good for the neighborhood; however, at times it provides <br />a false sense of security. <br /> <br />Mayor Capra questioned the location of the signage. <br /> <br />Council Member Lee stated that he had concerns regarding the placement and did not feel <br />individuals would adhere to them or ensure that the area was safer. <br /> <br />Council Member Terway concurred and felt that many additional requests would be <br />placed throughout the City for additional signage. He felt that additional police coverage <br />of the area was needed. <br /> <br />Council Member Lakso concurred but desired that the residents know that Council wants <br />to eliminate the problem but feels that signage is not the best solution. <br /> <br />Mayor Capra requested that the Police Department install the speed monitor display <br />immediately in the area. . <br /> <br />Council Member Paar concurred and felt that each case should be heard individually due <br />to amounts of vehicle and pedestrian traffic on the roadway. <br /> <br />Mayor Capra stated that upon the Chief and Sargeant’s recommendation to install <br />signage, she would desire to install two (2) signs on this roadway. One sign on the south <br />end of the roadway and the other on the north end. Mayor Capra felt that roads with little <br />shoulder and deep ditches should warrant signage. <br /> <br />Council Member Terway reiterated that Police enforcement of the area was needed. <br /> <br />Motion by Council Member Paar, seconded by Mayor Capra, to approve two signs <br />on Mill Road as discussed and recommended by the Police Department. Ayes – 2, <br />Nays – 3(Lakso/Lee/Terway). Motion failed. <br /> <br />Council requested that Staff have the Police Department install the speed monitor display <br />within the next two (2) weeks. <br /> <br />2.
