<br />division. Mr. Rehbein stated that Anoka County felt that the trail should be placed on the <br />east side of County Road 14 and a letter would be forwarded regarding same. Glen <br />Rehbein Companies requested that their engineering firm be allowed to complete the <br />design work and construction plans within the plat rather than the City's engineering firm <br />and then reviewed by them. <br /> <br />City Engineer Peterson stated that construction would commence this year. Mr. Peterson <br />discussed that a feasibility study had been completed in the past for a neighboring <br />subdivision rather than bringing services down County Road 14. Mr. Peterson stated that <br />he would prefer that all new subdivisions are serviceable by city sewer and water. Mr. <br />Peterson also stated that soil issues may occur new the Lakeland Hills subdivision. Mr. <br />Peterson stated that a feasibility study would forwarded to Council at their second <br />meeting in November. <br /> <br />Mayor Swedberg questioned the reasoning for not placing services in this area when the <br />Buechler Estates subdivision was built. Mr. Peterson stated that the City had not received <br />a petition from residents to do so, that a minimal number of residents would have <br />benefited and same would have been a rather expensive project. <br /> <br />Mr. Jerry Latender, 1397 Mound Trail, stated that he had concerns regarding Anoka <br />County widening County Road 14. Discussion ensued regarding Anoka County's request <br />for funding in 2005 for same. Mr. Peterson stated that the water main would be buried <br />seven (7) to eight (8) feet below the surface so same would not be a problem. <br /> <br />Motion by Council Member Broussard Vickers. seconded by Council Member <br />Capra to close the public hear at 7:00 p.m. All in favor. Motion carried <br />unanimously. <br /> <br />IV. APPEARANCES/AWARDS <br /> <br />1. Juran & Moody (Pheasant Marsh Bond) <br /> <br />Mr. George Eilertson appeared before Council to discuss the bond issuance for the <br />Pheasant Marsh subdivision. Mr. Eilertson stated that bids were received that morning <br />and subsequent to review, United Bankers Bank was the lowest bidder. Mr. Eilertson <br />stated that United Bankers Bank also submitted a bid for the Hunter's Crossing <br />subdivision and was awarded same. Mr. Eilertson suggested that Council award United <br />Bankers Bank as the successful underwriter of same. Mr. Eilertson stated that there was <br />a $20,000 difference between the lowest bid and the second lowest bid. Mr. Eilertson <br />stated that the bond will be issued as of November 1, 2001 with monies available on <br />November 19,2001. <br /> <br />Council Member Broussard Vickers questioned whether Mr. Hoeft had reviewed same. <br />Mr. Hoeft concurred. <br /> <br />Page 2 of 23 <br />
