<br />IV. SCOPE OF SERVICES <br /> <br />The City of Centerville is requesting proposals from qualified firms with considerable <br /> <br />community design, market analysis, and citizen <br />The proposing firm would provide, at a minimum, the <br /> <br />experience in planning, <br />involvement/participation. <br />services listed below. <br /> <br />1. Goals and Policy Development <br /> <br />a. The Respondent shall focus on the preparation, evaluation and <br />refinement of issues, goals, and policies for the City Council, <br />Planning and Zoning Commission, and residents of Centerville. <br />The Respondent shall incorporate all of the plan elements required <br />by Metropolitan Council to establish the guiding principles of the <br />Comprehensive Plan. The Respondent shall also coordinate with <br />the plans of Anoka County and adjacent communities, schools and <br />counties. <br /> <br />2. Project Initiation, Issue Identification, Inventory and Analysis <br /> <br />a. The Respondent shall initiate the overall study, analyze existing <br />conditions, prepare implementation strategies and identify needs <br />and opportunities in the City of Centerville. The following is a <br />general list of what is to be studied: <br /> <br />1. Existing and future land use <br />2. Transportation plans <br />3. Environmental resources <br />4. Economic development <br />5. Public facilities <br />6. Intergovernmental coordination <br /> <br />b. The following is a list of plans to be summarized and incorporated <br />into the final documents: <br /> <br />1. Downtown Redevelopment Master Plan <br />2. Comprehensive Drainage System Plan <br />3. Pavement Management Plan <br />4. Capital Improvement Plan <br /> <br />3. Plan Refinement, Preparation and Adoption <br /> <br />a. Based on comments from the public, Planning Commission and <br />City Council reviews, the Respondent shall prepare final plan <br />recommendations and the final Comprehensive Plan document. <br />The Respondent will facilitate and coordinate the review of the <br />document by the Metropolitan Council. <br /> <br />Page 5 of7 <br /> <br />32- <br />
