Investigate complaints in relation to matters concerning the <br />administration of departments and offices and make recommendations <br />to the Council for improvement of services. <br /> <br />Background and Experience <br /> <br />The City Administrator should possess a Bachelor's degree (M.A. <br />preferred) and will have a minimum of five years of experience in a local <br />government management position as a City Administrator or an <br />Assistant Administrator. <br /> <br />Ideally qualified candidates will possess: <br /> <br />. Broad knowledge of general municipal operations. <br /> <br />. Strong skills in budget development and finance. <br /> <br />. Experience in infrastructure repair and replacement. <br /> <br />. Knowledge of utility operations including electrical issues such as <br />purchasing power, rate setting, and deregulation. <br /> <br />. Substantial experience in economic development and downtown <br />development to include the development of design standards. <br /> <br />. Understanding of planning and zoning issues, platting, and building <br />and zoning code enforcement. <br /> <br />. Understanding of a variety of municipal financing and experience in <br />securing funding for economic development projects. <br /> <br />. Experience with the annexation process and the development of <br />subdivisions. <br /> <br />. Strong background in personnel and labor union issues to include staff <br />development, teambuilding, performance evaluations, collective <br />bargaining, and knowledge of labor law. <br /> <br />. Experience in strategic planning and updating a Comprehensive Plan. <br /> <br />. Knowledge of state and federal regulations. <br /> <br />Management Capabilities <br /> <br />. Enjoy public interaction and be seen as outgoing and accessible. <br /> <br />. Be direct and straightforward in dealing with others. Display strong <br />communication and listening skills. <br /> <br />. Be mindful of the chain of command. Address reporting relationships <br />between the City Council and employees. <br /> <br />. Build a strong relationship between the City and the Chamber of <br />Commerce. <br /> <br />. Maintain relationships with the township, the county, adjacent cities, <br />and the schools. <br /> <br />.
