E-Mailed to Council on 5/3/01 at 11:34 a.m.
April 25, 2001 Council Minutes

cleaned up. This may provide a financial incentive to the property owner to clean up the
property .

Mr. Tom Wilharber, 6849 Centerville Road, stated the City has been dealing with the
property in question for a number of years and has consistently received the same excuses
as to why the property cannot be cleaned up. Mr. Wilharber requested that Council
consider the residents living near the property who have put up with the conditions of the
property. Mr. Wilharber requested that Council not grant an extension. Mr. Wilharber
stated that in his opinion, the privacy fence currently being installed is not an answer to
the existing problem.

Council Member Broussard Vickers clarified that Council had agreed, if progress was
made, to grant an extension until June 1, 2001. Council Member Broussard Vickers
requested that Staff indicate that the drop-dead date for bringing the property into
compliance was June 1,2001 and no further extension would be granted.

Motion by Council Member Nelson. seconded by Council Member Broussard
Vickers to extend the deadline to bring the property into compliance to June 1. 2001
and indicate that no further extensions would be granted. All in favor. Motion
carried unanimously.

5. Thermal Heat Patches

Mr. March reported that Mr. Palzer is recommending that 150 heat patches be completed.
Mr. March stated that thermal patching has been very effective in the past.

Motion by Council Member Broussard Vickers. seconded by Council Member
Capra to approve the quote from Berman for 150 thermal heat patches. All in
favor. Motion carried unanimously.

Council Member Nelson questioned Mr. Palzer's recommendation for the services to be
provided by Berman when another firm was the lowest bidder. Council Member Travis
stated that the low bidder was providing crack filling services which was a totally
difference issue.

Mayor Swedberg questioned whether the road could be raised in the areas where the heat
patches would be installed. Mr. March stated that the asphalt is heated up and smoothed
out, but the existing grade is not changed. Mr. March stated that the heat patches would
be installed in several areas where the streets are deteriorating, however, these same areas
may also require overlay.

XII.
