Planning and Zoning Commission <br />Meeting Minutes <br />November 14, 2006 <br />Mayor Capra asked about noise from the HVAC unit. She asked if there had been any <br />studies done on the units. She stated that she is concerned about noise because it abuts <br />the residential area and reminded the applicants that there is a noise ordinance in the City. <br /> <br />Mr. Thomas stated that he should be able to get information from the manufacturer on the <br />noise levels of the unit. <br /> <br />Commissioner Love stated that on the variance application it talks about a wall to help <br />screen the unit. He asked if this was the portion of the building that was higher in front. <br /> <br />Mr. Thomas confirmed that is for screening but also to give the building some <br />architectural character. <br /> <br />Commissioner Love asked if there was any planned screening on the back side for the <br />residents. <br /> <br />Mr. Thomas stated that they had not planned to screen the HVAC unit from the back also. <br /> <br />Chair Hanson asked about screening plans for the garbage/dumpster area. <br /> <br />Mr. Keleher stated that they have not designed the specifics for the enclosure yet, but <br />they should be similar to the building material used on the building itself. <br /> <br />Commissioner Love asked where the loading dock area will be located. <br /> <br />Mr. Thomas stated that it will be an 8 x 8 garage door, not a loading dock area. He stated <br />that the church will receive office type deliveries only during the day when they are on <br />site. <br /> <br />Mayor Capra stated that she has heard the word variance discussed tonight, but the public <br />hearing notice only stated that this discussion is for Preliminary Site Plan and Conditional <br />Use Permit. <br /> <br />Mr. Larson explained that the form used included the word variance, but that this is just <br />for Conditional Use, not a variance. He stated that the applicant meets the requirements <br />for a Conditional Use Permit. He stated that Chapter 154 of the code discusses masonry <br />construction and appears to allow the type of material Sedona Homes is proposing. <br /> <br />Chair Hanson stated that he feels a similar color scheme would look better than the <br />drawings that they have presented. <br /> <br />Commissioner Love questioned whether the City had any say in the colors allowed. <br /> <br />Mr. Larson stated that as part of the Conditional Use Permit, we could add a provision <br />that the look of the building must fit in with the surrounding areas. <br /> <br />Page 4 of 8 <br />
