City of Centerville
City Council Meeting Minutes
November 29, 2006

Council Member Lakso inquired about police monitoring for vandalism to the abandoned
building.

City Administrator Larson responded that the Police Department was aware of the
building being vacant.

Motion by Council Member Terway, seconded by Council Member Lee, to approve
Resolution #06-051, Certification of City Services (Lawn Mowing) at 7111 Brian
Drive ($63.90 + $50.00 Certification Fee = $113.90) All in favor. Motion carried
unanimously.

6. Appointment to Fill Vacancy on Planning and Zoning Commission –
Recommendation (Darrin Mosher)

Mayor Capra requested the Legal Counsel’s report.

Legal Counsel Glaser reported that practice and ordinance were two different things and
that it should be made a practice to follow ordinance, commenting that Council is the
boss of its advisory committees. He said committee members could be chosen in several
ways and the only offices set were Clerk, City Administrator, Engineer, and Legal
Counsel, and offered to provide handouts from the League’s manual should Council wish
to review.

Mayor Capra commented that Centerville does not follow practice as other cities and
never sees the candidates. She expressed concern that people were being added to the
Commission to make recommendations and Council didn’t know anything about them.

Council Member Lee stated that committees were given ability to recommend their own
members.

Council Member Lakso said a flag went up for her when the recommended candidate on
the ballot didn’t get the position and that she would like to give that individual a chance.
Council Member Lee responded that he knew the recommended person and described his
background.

Mayor Capra stated her concern was not to negate any candidate’s experience but rather
to allow due process, that Council should take time to get to know candidates applying
for committee vacancies.

Council Member Lee said Mr. Mosher was the only candidate who took the initiative to
show up at the Planning and Zoning Committee meeting. Council Member Lakso
responded that any candidate who puts his/her name on the ballot would be expressing
initiative.
