City of Centerville
City Council Meeting Minutes
November 29, 2006
Mayor Capra stated that she would prefer to not make an appointment to the Planning
and Zoning Commission this evening but, rather, to have Council interview the three
candidates at a work session following the next Council meeting.

Council Member Paar agreed that interviews should be conducted.

Council Member Lee stated that he wouldn’t want to disregard the Planning and Zoning
Commission’s recommendation. Mayor Capra responded that Council would not have to
accept their recommendation and that she would prefer to bring all the candidates in.

Council Member Paar commented that it was a luxury to have this type of problem, as
they had always been low on committee members.

Mayor Capra stated that, even with one vacancy and one person applying, Council should
have the responsibility to meet with a candidate and discuss goals and what he/she would
bring to a committee.

Council Member Lakso inquired as to whether it would be a yearly process. Mayor
Capra responded that, according to ordinance, letters of interest to continue service would
need to be submitted to Council.

Council Member Lee commented that the process seemed too formal.

Mayor Capra stated that she would like a motion to have the three committee candidates
come in for interviews.

Council Member Lakso inquired as to what a candidate would do if he/she couldn’t
attend that particular Wednesday. City Administrator Larson responded that the
candidate could perhaps meet with Council instead on a Monday or Tuesday.

Mayor Capra stated that any candidate who wanted to be on a committee should come
through the Council and be interviewed. She said it was very nice that Mr. Mosher
attended the meeting but she had not been aware of a formal letter of invitation to attend
being sent to candidates.

Council Member Terway commented that Council needed to be aware of the ordinance
and that the right people need to be on committees, not just because they show up at
meetings. He said it was not a bad thing to submit letters of interest and resumes, no
different than applying for a job. Council Member Terway said it would bring some
professionalism to the process and suggested that Council be flexible to candidate
scheduling needs, perhaps creating a committee on the Council to meet on an agreed day
if needed.

Council Member Paar said he could see Council Member Lee’s side and the need to
entrust preliminary work to committees. However, he also stated that he could see the
problem of appointing people to committees who Council would know nothing about.
