City of Centerville <br />City Council Meeting Minutes <br />November 29, 2006 <br /> <br />Mayor Capra stated the process of doing was not the process of the ordinance. <br /> <br />Council Member Terway said he would want committees to be empowered to do a good <br />job, so it would be Council’s responsibility to ensure good people were on those <br />committees. Council Member Lee responded that all three candidates were good and <br />interviewing would be exercising due diligence to ensure it but that his point was not to <br />discount the Commission’s recommendation. <br /> <br />Mayor Capra suggested that City Administrator Larson contact the candidates to see if <br />they could attend the next Council meeting at 8 p.m., at which time Council would <br />interview each separately off camera for 10-15 minutes and utilizing the same questions <br />for all. She suggested he contact Ham Lake, Lino Lakes, and Anoka County to obtain <br />process models to review and then send to Council and also inquire whether there would <br />be any Park and Recreation members interested in the Commission vacancy. <br /> <br />City Administrator Larson said it may be wise that Council work directly with recruiting, <br />which would eliminate the potential dilemma for differing committee recommendations. <br /> <br />Council Member Lee said he thought Council should receive committee <br />recommendations. Mayor Capra responded that Council should make appointments for <br />those who serve on the committees, to ensure ordinances are not breached. <br /> <br />Council Member Terway suggested that Council ask three or four questions of candidates <br />individually in private and that Council then discuss and make the appointment. <br /> <br />Motion by Council Member Terway, seconded by Council Member Paar, to direct <br />the City Administrator to contact the Planning and Zoning Commission candidates <br />(for the appointment vacancy) to attend the next Council meeting at 8 p.m., at which <br />time Council would interview each separately off camera for 10-15 minutes, utilizing <br />the same questions for all. All in favor. Motion carried unanimously. <br /> <br />IX. ANNOUNCEMENTS/UPDATES <br /> <br />1. Chapter 15 - Sauna and Massage Parlors Amendment <br /> <br />Mayor Capra requested the City Administrator’s update. <br /> <br />City Administrator Larson reported that there were two requests for operator licenses for <br />massage therapy, standards for such licensing had not existed a number of years ago, and <br />one applicant would be doing business in a chiropractic office. He said some <br />requirements for a sauna and massage parlor require separate rest rooms and lockers for <br />men and women and that the current applications expect to be unable to meet that <br />requirement. <br />Page 12 of 16 <br />
