City of Centerville
City Council Meeting Minutes
November 29, 2006

a.Restoration

City Administrator Larson reported that the project had to be expedited because grant
dollars needed to be wrapped up by December 8 and restoration hadn’t been included.
He said they didn’t have all utilities and there would be some additional service installed
before doing the finished paving job and that it would be determined over the next few
months how to handle utilities, streets, and storm drainage. City Administrator Larson
stated that the City would use regrind of pavement on top of the street surface and small
amount of asphalt. He said one thought discussed concerned paving the back
intersections so traffic could go around the block and traffic from the nearby church
wouldn’t have to use that block if not in good condition.

Mayor Capra inquired about getting more reclaimed material. City Engineer Statz
responded that the City didn’t have enough but could get more crushed concrete, though
more expensive than gravel, to keep traffic moving on that. He suggested placing a
stockpile on an empty lot for future need to fill in holes.

Mayor Capra reported that people trying to get to mass commented on slipperiness where
the road was chewed up. City Engineer Statz responded that the City would pay attention
to that particular intersection.

City Administrator Larson stated that it was clear more had to happen underground for
the storm sewer but that the City had to wait for money to repave the street. Discussion
ensued about the cost to repair various intersections.

4.Flag, Eagle Project Funds, $275

Mayor Capra stated there had been discussion to donate dollars for the fitness room
equipment and she had spoken with the Chief about using forfeiture dollars. City
Administrator Larson cautioned against using those dollars, that they would need to come
instead out of the fund balance.

Legal Counsel Glaser stated that the statute states absolutely that forfeiture funds be used
only for the specified purposes. He said any funding would need to be clear and above
board.

Mayor Capra requested suggestions and quoted an estimate of $50 per flag.

It was Council consensus to purchase the flags, as requested, and Legal Counsel directed
that the bill be sent to the City.
