Parks & Recreation Meeting Minutes 11-05-03

Subcommittees

A. Grants

Vice-Chairperson LeBlanc asked Ms. Stephan if staff had had any luck in finding an electronic
copy of the grant application submitted for the Laurie LaMotte Memorial Park play structure in
1999/2000. Ms. Stephan reported that this was not available electronically, but staff may be
able to scan the paper copy and will attempt this as staff time permits. The Grants
Subcommittee is currently focusing on trails.

B. Trails

Committee Member Seeley reported the subcommittee was unable to meet, but she rode the
trails and discussed with the committee some areas that could be considered dangerous. The
most dangerous areas, she felt, were where the trail crosses Centerville Road between Hunters
Crossing and Pheasant Marsh, but there are also other areas where the trails are not adequately
marked. For instance, there are not crosswalks, stop signs or yield signs from sidewalk to
sidewalk which is a danger for children. The committee discussed what a lengthy process it
was with Anoka County to get the trail crossing signs on Centerville Road between Hunters
Crossing and Pheasant Marsh. As the trail system expands it would eventually be necessary to
add directional markers for those not familiar with the area. Vice-Chairperson LeBlanc met
with Mr. Nick EoloIT from the Anoka County Parks a few weeks ago and feels comfortable that
Anoka County knows what direction the committee would like to see in the area of trails. It
was also discussed whether language concerning trail signage could be added to future
Developer's Agreements.

C. Laurie LaMotte Memorial Park Warming House Renovation

The Subcommittee on Laurie LaMotte Memorial Park Warming House Renovation has not met
at this time. Some ideas they have are for insulation, sheet rock, new fascia and ventilation as
well as paint. The re-roofwas completed by the Centerville Lions in October.

D. Tracie McBride Memorial Park

Subcommittee Members Ziegler, Seeley and Anderson passed out approximately 50 surveys to
residents surrounding Tracie McBride Park on October 21, 2003. At this time 7 have been
returned to City Hall. Committee Member Seeley did say residents she talked to, thanked the
committee for looking for input from residents.

Committee Member Ziegler will tabulate the results to present at the next committee meeting.
Council Member Lee read aloud the comments which were received. There were strong
opinions and concerns about Wheels Skate Park being relocated to Tracie McBride Memorial
Park or a skate pit / street course being added to Tracie McBride Memorial Park. Few residents
were in favor of any of these options.

3of5
