...

Parks & Recreation Committee
Meeting Minutes May 9, 2006

The contract calls for three (3) representatives for each performance. The Big Top is being raised at 9:00
a.m. on Circus Day and Committee Member Amundsen has worked with CentervilIe Elementary
representatives to invite classrooms to view the tent being raised as a field trip. The Circus sent
educational packets for this purpose. The committee scheduled a committee meeting specifically for
Circus business on Tuesday, May 16,2006 at 6:30 p.m. at City Hall. Chairperson Peterson contacted Mr.
David Vickers who agreed to supply his manure hauler and dispose of the manure. Waste Management
will supply the garbage receptacles at no cost to the City.

Laurie LaMotte Memorial Park Plav Structure

The play structure for Laurie LaMotte Memorial Park has been ordered, but the committee held off on
ordering material for the fall zone waiting for further bids on the recycled shredded tire material. The
committee has $45,000 in the Parks & Recreation budget allocated for the play structure, as well as
$12,150 in donations, totaling $57, 150 for this project. The play structure order was $36,920, leaving a
balance of $20, 230. Chairperson Peterson is looking at contracting the excavating of the site outside of
PubHc Works, which will cost additional funds. The committee feels strongly in using recycled materials
in this park. Three bids were received for the shredded tire materials. A bid from Landscape Mulch was
considerably less expensive, but was not ADA accessible and could not be used. Committee Member
Seeley was working with a representative from Rubberific Mulch and was quoted $14,547.72 for 50 cubic
feet of product which would cover 4353 square feet at 4" depth (will protect up to 8' fall). This included
shipping & handling. This company is out of Missouri. The third quote was from MinnesotalWisconsin
Playgrounds, the Satlle company the play structure was ordered from. Their previous quote was much
higher, but Chairperson Peterson requested the representative view the quote from Rubberific Mulch and
see if they could be more competitive. The last quote from MinnesQtalWisconsin Playgrounds was for
$13,280, plus tax of $863.20 totaling $14,143.20. Conunittee Member Seeley stated as helpful as the
representative from Rubberific Mulch was, even with the quotes being close; she would prefer to keep the
business local. This amount includes shipping, but the product will need to be installed by Public Works
or volunteers. The following motion was made:

Motion was made by Committee Member Amundsen, seconded by Committee Member Seeley to
recommend City Council accept the quote from MinnesotalWisconsin Playground, faxed on April
24, 2006, in the amount of $14,143.20, for 20 tons of Cocoa Brown shredded rubber product to
cover 4353 square feet for a depth of 4" for the fall zone under the play structure at Laurie
LaMotte Memorial Park. All in favor. Motion carried unanimously.

IV. ADJOURNMENT

Motion was made by Committee Member Amundsen, seconded by Committee Member Merkel to
adjourn the May 9, 2006 Parks & Recreation Committee Meeting at 8:00 p.m. All in favor. Motion
passed unanimously.

Transcribed by Kim Stephan

30f3
