In preparation of the 2005 season I have spoke with Mr. John Meyer, Finance Director, to determine if
the Parks & Recreation Committee needs to make a similar motion to expend funds in 2005. Including
the tlowerbeds at City Hall, there are a total of seven (7) tlowerbeds. Mr. Meyer is comfortable with
funds being expended from the Park Maintenance Fund without a motion from the committee, if the
amount is not to exceed $50 per park or a total of$350.

I will plant & maintain the flowerbeds at City Hall and Eagle Park. A resident near Royal Meadows,
Lisa Aitkinson, adopted this park's flowerbed in 2004 and is willing to do so again in 2005. That
leaves Laurie LaMotte Memorial Park, Tracie McBride Memorial Park and Acorn Park. I currently
have Adopt a Flowerbed on the web site and the cable channel. I will purchase fertilizer, mulch and
flowers for City Hall, Eagle Park & Royal Meadows. I am open to purchasing materials for the other
parks if someone is found to plant and maintain them, or receipts up to $50 can be turned into City
Hall for reimbursements.

Park System Master Plan for Discussion

Included in your packet for review is a copy of Carol Pelton's 1987 Park System Master Plan. This
was included in information Mayor Capra & Mr. Meyer gathered for the 1601 LaMotte Drive DNR
Grant application.

YMCA Park Play Days at Laurie LaMotte Memorial Park

At the March 2, 2005 Parks & Recreation Committee Meeting Chairperson Peterson questioned the
$300 donation the Parks & Recreation Committee made in 2004 to defray the cost of the program to
the residents and what it was used for. Session I was held, but Session II was cancelled due to lack of
interest. I contacted Ms. Jen Smith regarding this and also inquired as to whether the YMCA was
looking for funds from Parks & Recreation for the 2005 program and received the following response:

Money would not be required, although any given could go towards reducing the fee and/or
supplies. I am still toying with when, how often and how much to charge to cover costs. I will send
you a "flyer" with all the info next week when all is determined The money that was given last year
all went toward the first session that was offered to cover reduced fees and costs. The second
session did not happen as there were too few registered The Chain of Lakes !MeA still lost money
on the program. Cost will be higher this year and the program will be longer, fees will need to be
such that expenses can be covered Again, if not enough sign up the program will be cancelled I
will send you all the numberslfigures next week.

20f2
