<br />Parks & Recreation Committee <br />Meeting Minutes March 2, 2005 <br /> <br />The following information is from Vice-Chairperson LeBlanc regarding the property at <br />1601 LaMotte Drive: <br /> <br />I called Mr. Nick Eloff at Anoka County Parks, who has worked with us on trails, and asked if he <br />had any opinions or advice on the St Paul Water property situation. He said an appraisal with it <br />being zoned as park land would certainly be less than being zoned as residential. <br /> <br />He also thought that St Paul Water Utility is somewhat stuck since they would have to go to <br />Centerville to get the property rezoned from park to residential. He said Anoka County Parks <br />recently negotiated with St Paul Water Utility to purchase 64 acres of land around Centerville <br />Lake for $1,300 per acre. I'm not sure where all this land is and the price would have to be <br />double checked. <br /> <br />My suggestion is that Centerville get an appraisal of the property with zoning as park land The <br />city needs that data to negotiate the property value. <br /> <br />Ms. Stephan supplied the committee with the following information from the City Council <br />Meeting Minutes of February 23, 2005: <br /> <br />Mayor Capra provided Council with an update of her negotiations with Mr. Tschida concerning <br />the purchase price for 1601 LaMotte Drive. She then explained that one of the requirements for <br />the DNR matching grant that the City is applying for to assist with the purchase of this park <br />property is that the City obtains a parkland appraisal for the property. She then asked for Council <br />authorization to do so in an amount not to exceed $3,000. <br /> <br />Motion by Council Member Lee, seconded by Council Member Lakso to authorize Staff to <br />obtain a parkland appraisal in an amount not to exceed $3,000 with the funds being <br />expended from Park Dedication Funds. All in favor. Motion carried unanimously. <br /> <br />Mayor Capra indicated that Mr. Tschida has asked for the maximum amount that the City is <br />willing to pay for the property and has offered to finance the property over three years at 6% <br />interest if the City is interested. She then said that the parkland appraisal should assist the City <br />with setting its purchase price. <br /> <br />This item will remain on the agenda as an update. <br /> <br />SRF Invoice for Completion of Clearwater Creek Trail Feasibility Study <br /> <br />The SRF invoice was included in the Parks & Recreation Committee Packet to show completion <br />of Clearwater Trail Feasibility Study. Vice-Chairperson LeBlanc felt SRF did a thorough job and <br />the information was valuable. <br /> <br />Wheels Skate Park Equipment <br /> <br />Included in the Parks & Recreation Committee packet was a proposal from DuraFun for <br />purchasing and installing additional skate park equipment on the permanent skate park pad at <br />Laurie LaMotte Memorial Park. <br /> <br />40f5 <br />
