<br />Downtown Centerui1le <br /> <br />October 2005 <br /> <br />Frequently Asked Questions Regarding the Downtown Plan <br /> <br />Q. Why is the city preparing a downtown plan? <br />A. Downtown Centerville will be significantly impacted by the reconstruction of CSAH 14 (Main Street) and <br />affected businesses are exploring options to accommodate these changes. In exploring these options and <br />because of recent population growth, businesses have discussed other needs of the community and how they <br />may accommodate these needs. Some businesses have hired development companies to assist them with <br />their potential changes. To provide some guidance to affected properties and others in the downtown as well as <br />to meet community needs, the city received an Anoka County Community Development Block Grant of $75,000 <br />to prepare a downtown plan. More precisely, these grant funds are to be used to determine the retail market <br />and housing potential of the downtown; develop design options for downtown land use and architecture; and, <br />determine infrastructure needs of the downtown (water, sewer, storm sewer, streets, curb & gutter, trails etc.). <br /> <br />Q. What are the boundaries of the downtown study area? <br />A. The study encompasses the historic downtown of Centerville. The boundaries are generally Centerville Lake <br />on the west, Clearwater Creek on the east, Westview Street on the north and a ~ block south of Heritage Street <br />on the south. <br /> <br />Q. Who has the City hired to assist in the dov<fntown planning? <br />A. The City of Centerville has hired two consulting groups to assist in the downtown planning. More precisely, <br />the city has hired The McComb Group to determine the retail market and housing potential; and, Damon Farber <br />Associates to develop downtown design land use and architectural options. The City's Consulting Engineers, <br />Bonestroo, Rosene, Anderlik and Associates, will determine the infrastructure needs of the downtown. <br /> <br />Q. Has the City created goals for t!"le redevelopment? <br />.... A~ Yes. The primary goal is to attract reinvestment in the City's downtown area as a mixed-use <br />residential/retail/office area. <br /> <br />Secondary goals include: <br /> <br />· Broaden and strengthen the City's housing stock and economic base <br />· Provide needed additional services and businesses to the community <br />· Integrate CSAH 14 improvements with transportation systems in the downtown <br />· Improve access to Centerville Lake and promote as a community resource <br />· Eliminate and prevent conditions of physical and economic blight and deterioration <br />· Maintain the small-town character of the community <br />. Expand employment base; and, <br />. Increase the City's tax base. <br /> <br />Q" Has the C~ty approved 2 dovvnto\vn pian? <br />A. No. The City has entered into planning agreements to assist in developing a community driven plan for the <br />downtown that recognizes market realities. <br /> <br />Q. What is the role of the City in future redevelopment? <br />A. It is the role of the City to ensure that community goals for the downtown have been identified and that any <br />redevelopment is consistent with community goals. The City must also ensure that the community is informed <br />and [nvolved throughout the process.
