City of Centerville
Council Meeting Minutes
April 11, 2007

Mayor Capra questioned whether the City pays taxes annually. Mr. Larson replied some
acquired properties that have not been recorded prior to the cut off date had a one-time
property tax liability.

Councilmember Broussard questioned special assessments. Mr. Larson stated there are
approximately ten parcels that should not have special assessments on them.

The Council briefly discussed this issue.

Motion by Council Member Lee, seconded by Council Member Paar, to approve the
City of Centerville March 29, 2007 through April 11, 2007 Claims as amended. All
in favor. Motion carried unanimously.

VI. AWARDS/PRESENTATIONS/APPEARANCES

1.Mr. Chris Burns, American Red Cross

Mr. Chris Burns, American Red Cross Representative, presented the Get
Ready/Community Challenge Campaign. He stated this is the first year for this event.
Mr. Burns reported that approximately a year ago, the American Red Cross completed a
study and statistics prevailed that many Americans did not have a plan to exit their homes
in case of fire or where to meet once outside of their home. Mr. Burns stated that many
individuals/families did not have a kit containing a three-day supply of items in case of
emergency and many others have not taken a life saving class.

Mr. Burns explained that the American Red Cross is collaborating with communities to
provide resources to empower residents to become lifesavers. He stated that it is the Red
Cross’ strategy to empower individuals to do three basic things: get a plan, get a kit, and
get involved.

Mr. Burns reported that the Red Cross would provide resources to cities that are on board
to design free presentations on a variety of topics for all age groups. He commented that
informational resources are available to communicate safety and preparedness to citizens
and that these same resources can be incorporated into newspapers or websites. He
commented that the American Red Cross conducts CPR Saturdays whereby individuals
in the community are recruited to take CPR training. Mr. Burns stated he understands
many communities are already doing many of these things and an individualized plan
could be designed for the City of Centerville.

Mr. Burns reported over 33 cities have joined or indicated they would join the Get Ready
Campaign. He explained that the American Red Cross requests that cities pass a
proclamation and designate a volunteer to work one-on-one with the Red Cross. Mr.
Burns felt that the Red Cross’ activities could blend with other City events if desired.

Mayor Capra questioned if the commitment from the City was to sign the proclamation
and host events with the Red Cross’ participation.
