All Improvements (the PUblic Improvements and the Developer Improvements are <br /> <br />collectively referred to herein as the "Improvements") shall be installed in accordance with the <br /> <br />City Code; City standard specifications for utilities and street construction; and any other <br /> <br />appropriate regulations or ordinances. The Developer shall submit plans and specifications for <br /> <br />any required Developer Improvements which shall have been prepared by a competent registered <br /> <br />professional civil engineer to the City for approval by the City's consulting engineer, no changes <br /> <br />may be made to the Plans without the City's express written consent. The Developer shall obtain <br /> <br />all necessary permits from other agencies before proceeding with construction of the Developer <br /> <br />Improvements. The Developer shall instruct its engineer to provide adequate field inspection <br /> <br />personnel to assure an acceptable level of quality control to the extent that the Developer's <br /> <br />engineer will be able to certify, that the construction work for the Developer Improvements meet <br /> <br />the approved City standards. In addition, the City may, at the City's reasonable discretion and at <br /> <br />the Developer's expense, have one or more City inspectors and its engineer inspect the work on a <br /> <br />full or part-time basis. The Developer may provide City with its construction schedule, and City <br /> <br />will then provide Developer with a good faith budget estimate of the cost of City inspection. <br /> <br />City shall update the cost estimate as requested by Developer. The Developer, its contractors <br /> <br />and subcontractors, shall follow all instructions received from the City, Rice Creek Watershed <br /> <br />District, Army Corps of Engineers, Anoka County and/or any other governmental agency with <br /> <br />applicable jurisdiction, so long as their requirements are consistent with the Plans.
