<br />Either of the above stated options are feasible for the reconstruction of Mill Road, It is recommended that <br />Mill Road be constructed as proposed to reduce cost and minimize disruption to the residents, If it is <br />determined that the need for uniformity negates these factors, then the alternative of an urban section <br />should be constructed, <br /> <br />C FULL DEPTH STREET RECONSTRUCTION: <br /> <br />In the northeast portion of the City, many streets are already fully serviced by City water. These areas are <br />simply in need of street rehabilitation, For category C, the streets have deteriorated to a point where it is <br />not economically viable, from a life cycle cost perspective, to do minor improvements to the surfacing, A <br />complete reconstruction of the substrate is needed to ensure the investment made in the street is of lasting <br />value, <br /> <br />For the most part, curb and gutter in these segments is in good condition and will require only spot repairs, <br />This means that that little or no disturbance behind the curb will take place, keeping costs at a minimum, A <br />full street section will be placed between the curbs including fabric, draintile, sand, gravel and bituminous, <br /> <br />Part of the reason for the deterioration of these streets is often a lack of proper surface drainage, <br />Therefore, the proposed improvements include additional catch basins and storm sewer where it is both <br />needed and reasonably feasible, <br /> <br />Category C improvements are as described below: <br /> <br />C - Full reconstruction of the existing street section. Curb and gutter will be left in place except for spot <br />repairs. The new section will consist of draintile, fabric, sand, gravel and bituminous.
