<br />change does not impact travel, but in other locations does have an impact. <br /> <br />Because of the changes in land use compared to previous scenarios used to make decisions with <br />regard to improvements on CSAH 14, the county requested SRF Consulting Group, Inc. to review <br />traffic information included in the EA W. Their comments are summarized below and are attached to <br />this letter. <br /> <br />· In regard to trip generation for the proposed development: <br /> <br />o Additional information is needed to identify the land use type used to generate trips for <br />the proposed retail square footage. <br /> <br />o There appears to be a miscalculation for the apartment land use for daily trip estimates. <br />Daily trips should be 1,720 instead of 1,560. <br /> <br />o It appears (Table 21-1) that the pass-by trip reductions were applied to initial trip <br />estimates instead of the through volume. This results in too few trips being distributed to <br />the system. <br /> <br />. <br /> <br />In regard to background growth for the proposed development: <br /> <br />o A review of the future 2020 no-build traffic volumes was completed to compare to <br />existing volumes. Using a 2.4 percent yearly growth rate (background growth indicated <br />in the study), the no build numbers appear low. <br /> <br />. <br /> <br />In regard to trip distribution for the proposed development: <br /> <br />o The directional distribution that was used for the proposed development has 65 percent <br />of the trips routed to/from the east on 1-35E and east of the interchange. This indicates a <br />regional trip distribution. It is assumed that this distribution was used for all proposed <br />uses. Generally, directional distribution varies based on the land use type. Applying the <br />same distribution could distort some of the trip patterns. <br /> <br />o Previous work completed by the county indicated the need for additional regional access <br />locations - one at CSAH 14/1-35W and one at 80th Street/l-35E. It does not appear that <br />the EA W took these future changes into account. Changes in regional access would <br />likely change the directional distribution and the overall affect on the adjacent <br />intersections. <br /> <br />. <br /> <br />In regard to operations and capacity impacts for the proposed development: <br /> <br />o The EA W analysis indicates that all intersections are currently operating at LOS C or <br />better during the peak periods. In reviewing the CSAH 14 Study that was completed by <br />SRF in 2004, the intersection of CSAH 14120th Avenue was found to operate at an <br />
