<br />unacceptable LOS E during the p.m. peak hour. In comparing the intersection turning <br />movements, the volumes increased during both the a.m. and the p.m. peak periods <br />between 2004 and 2007, which would indicate worse operations. <br /> <br />Due to the discrepancy, an analysis was rerun. The intersection was found to operate at <br />LOS E during the p.m. peak hour. This intersection should be checked to ensure that <br />adequate capacity is provided for existing and future conditions. <br /> <br />o The 2012 operations analysis included the current improvements. This includes a traffic <br />signal at CSAH 14 and 20th Avenue. No additional improvements were included in the <br />EA W. Based on the CSAH 14 design plans, the southbound approach of 20th Avenue at <br />CSAH 14 should consist of dual left-turn lanes, one through lane and a shared <br />through/right-turn lane. It appears that the EA W used different geometries for its <br />analysis. The correct geometries should be noted in the EA W. <br /> <br />o The geometries shown in the EA W for the CSAH 14120th Avenue approach are not <br />consistent throughout the report for 2030. <br /> <br />o 65 percent of the traffic was routed through the I-35E1CSAH 14 interchange. Since these <br />intersections seem to be significantly impacted by the proposed development, analysis of <br />the intersection operations at the interchange intersections should be considered. <br /> <br />Thank you again for allowing us the opportunity to comment on the Centerville Downtown <br />Redevelopment EA W. We hope we can further discuss the issues highlighted in our letter and come <br />to an understanding of development levels and needed roadway improvements within the proposed <br />project area.
