<br />City of Centerville <br />Planning and Zoning Commission <br />September 4, 2007 <br /> <br /> <br />Commissioner Love stated that the buildings look like those in an industrial district rather <br />than a commercial zone. <br /> <br />Consensus reached to require the building design fit into a commercial district. <br /> <br />Discussion ensued. <br /> <br />The Planning and Zoning Commission recommended that Stone Construction come back <br />with a plan with the recommended changes to include the roofline, entrance, fencing, <br />landscaping, road improvements, lighting, windows, and verification of the property <br />dimension. <br /> <br />City Administrator Larson requested that Mr. Bladholm submit the new site plan to him <br />for review and comments to make sure nothing has been missed. He stated that he would <br />send this to the Commissioners for review also to speed up the process. <br /> <br /> <br />2.Site Plan Review – Mr. Greg Watson Construction Design/Build (Daycare <br />th <br />Facility at 6907 20 Avenue South <br /> <br />th <br />Mr. Greg Watson, 6907 20 Avenue South, presented the site plan and described the <br />project details. He commented that a conditional approval was received from the Rice <br />Creek Watershed District. He reported that he is working with Anoka County on the <br />driveway location. <br /> <br />Discussion ensued. <br /> <br />Councilmember Broussard pointed out that this is a unique opportunity to share ideas on <br />the looks of this building and the building being built by Stone Construction. <br /> <br />Consensuses reached to require Mr. Watson bring back a site plan with the recommended <br />changes to the roof, softening of the exterior, and a balanced appearance. <br /> <br />Commissioner Love questioned whether it would be appropriate to look at changing the <br />building requirements in the code so builders have an idea of the standards. <br /> <br /> City Administrator Larson replied that would be a good idea. <br /> <br /> <br />3.Review Tax Increment Financing Plan for Kendall Howard Project <br /> <br />City Administrator Larson explained that the Minnesota law requires this be reviewed by <br />the Planning Commission to determine if the proposal meets the comprehensive plan. He <br />stated the belief is that the Kendall Howard project would qualify for grants and other <br />funding; given that, the TIF amount would decrease. Discussion ensued. <br />Page 4 of 6 <br />
