City of Centerville <br />April 13, 2005 <br />Council Meeting Minutes <br />Mr. Peterson provided Council with several drawings of interchange designs and asked <br />Council to consider them and provide input. <br />Council discussed the drawings and agreed that none of them adequately addressed the <br />st <br />City’s concern and desire for a full intersection at 21 Avenue. <br />Mayor Capra indicated that Plan A would be a full intersection with no median and a <br />center turn lane all the way down and Plan B would be a ¾ left in turn and get rid of the <br />water on the north side by moving down to the wetlands of Mr. Rehbein and then have <br />the County punch in a backage road straight across to access Northern Forest Products <br />and the County should pay for that. <br />st <br />Council agreed that the preferred option would be a full intersection at 21 Avenue but <br />expressed interest in exploring Mayor Capra’s suggestion on the backage road. <br />Mayor Capra noted that right turn lanes have been added to the plan and she is concerned <br />about safety if someone should need to stop. <br />Mr. Peterson indicated that the right turn lanes are only at the intersections and the plan <br />shows an 8-foot wide shoulder in other locations. <br />Council Member Paar indicated that he would like the ponds moved or at least reduced in <br />size or elongated to allow as much roomfor commercial development on the site as <br />possible. He also indicated that the City needs to have access to that commercial <br />property. <br />2.Co-Interim City Administrators <br />Mayor Capra indicated that the City Clerk and Public Works Director have been <br />receiving an additional $4.00 per hour to compensate them for acting as Co-Interim City <br />Administrators. She then asked Council to consider when that pay should be removed <br />and when the new City Administrator will be up to speed. <br />Council Member Paar indicated that he feels the pay should be left for Ms. Bender <br />through the end of April and it should be removed for Mr. Palzer on April 15, 2005. <br />City Administrator Larson indicated that he feels a two to three week overlap should be <br />sufficient. <br />Motion by Council Member Paar, seconded by Council Member Lee to remove the <br />extra pay for Mr. Palzer effective April 15, 2005 and remove the extra pay for Ms. <br />Bender effective April 29, 2005. All in favor. Motion carried unanimously. <br />Council Member Lee thanked Mr. Palzer and Ms. Bender for assisting the City through <br />this interim period as well as the rest of the City Staff for working together to get the <br />work done. <br />Page 5 of 8 <br /> <br />
