<br />MOTION by Councilmember Brenner to approve the plans and to authorize bids for sanitary <br />sewer and watermain improvements as per the revised schedule. Motion seconded by <br />Councilmember Helmbrecht. Motion carried unanimously. <br /> <br />21st Avenue Update <br />Mr. March distributed a contract for joint usage of water facilities by and between the City of <br />Lino Lakes and the City ofCenterville. Mr. March noted he received the agreement late that day <br />from the City ofLino Lakes. Mr. March shared his reservation approving the agreement, since <br />the city did not have adequate time to review and approve the improvement plans. Also, the Joint <br />Powers Agreement did not address overlay/seal coat maintenance dates for each city. The <br />agreement also did not address when the road needs to be maintained and whose responsible for <br />the road maintenance cost. <br /> <br />Mr. March commented the Lino Lakes City Council plans are to discuss the watermain <br />interconnect during their Council meeting on March 9, 1998. Mr. Nyberg added, a key to the <br />joint powers agreement will be City's right of way and the City's responsibility to acquire the <br />easements for improvements. <br /> <br />Mayor Wilharber expressed Centerville's desire to work with the city ofLino Lakes on this joint <br />venture. However, Centerville should be kept up to date and informed on these issues. <br /> <br />MOTION by Councilmember Buckbee to table the 21st Avenue improvement joint powers' <br />agreement between the cities of Centerville and Lino Lakes. Motion seconded by Councilmember <br />Brenner. Motion carried unanimously. <br /> <br />Don Jensen - Pilot Land Development <br />Mr. Jensen distributed a senior town home sketch plan located at the intersection of Center Street <br />and County Road 54. Mr. Jensen gave an overview of Pilot Land Developments vision for the <br />commercially zoned property. The proposed town homes target the senior population and would <br />assist Centerville in meeting their maximum population demands. Mr. Jensen proposed sixteen <br />single level living units within eight twin homes. Each unit cost will range between $100,000- <br />$120,000. <br /> <br />Mr. Jensen felt the land is not conducive to commercial development because of the wetland <br />restrictions. Therefore, Mr. Jensen suggested rezoning the parcels north and south of Center <br />Street from IB (Commercial) to R2A (High Density Residential). Furthermore, the lot size <br />proposed is 50' in width and 200' in depth with twenty-five to forty feet between buildings. <br /> <br />Mayor Wilharber voiced concern exchanging commercially zoned land for residential zoned <br />property. Councilmember Brenner expressed disappointment that the issue was not addressed <br />with planning and zoning commission before the Council. Mr. Jensen responded, he was looking <br />for Council input regarding the senior housing concept and the land use prior to presenting the <br />information before the planning commission. <br /> <br />3 <br />
