<br />Councilmember Helmbrecht added, she is not in favor of requesting the Metropolitan Council <br />amend the City's recently approved comprehensive plan. Mr. Jensen pointed out the restricted <br />wetlands and minimal front footage limits the City's ability to assess the property for the proposed <br />interconnect improvement. <br /> <br />Parkview Preliminary Plat Consideration <br />Mr. Rick Carlson (Richard Carlson Associates, Inc.) briefed the Council on the Parkview <br />preliminary plat and related issues. Mr. Carlson commented the Park and Recreation Committee <br />reviewed the proposed plat and indicated their interest in sidewalks and trailways connecting the <br />LaMotte Park development. In addition, the committee would like to receive cash dedication in <br />lieu of land dedication. <br /> <br />Mr. Carlson mentioned the planning and zoning commission reviewed the proposed plat three <br />times. Also, the planning commission recommended entrance monuments and screening from <br />Centerville Road. Mr. Carlson suggested pine trees to screen the development from Centerville <br />Road. Mr. Carlson understood the planning and zoning commission recommended that the homes <br />in the development meet with the R2 (Single Family Residential) zoning specifications in the <br />restrictive covenants, the plat wold be zoned R2A. <br /> <br />Mr. Carlson commented he read the engineers recommendations in a letter dated January 30, <br />1998 and the development will comply with the engineers requests. Mr. March noted both Public <br />Works and the Fire Department reviewed the proposed plat. <br /> <br />Mr. Carlson explained the proposed plat includes forty-two split entry homes with triple car <br />garages. In general, the high water table does not allow for walkout style homes. However, a <br />few lots will afford the opportunity for full walkout style homes. <br /> <br />Mr. Carlson suggested two changes in the restrictive covenant. First, he suggested the city allow <br />a lien against his line of credit for all the properties sod escrow. Therefore, the city will not deal <br />with each property owner. Second, Mr. Carlson suggested changing from one to two responsible <br />parties accountable to the development. This is in case of death or any other unforseen <br />circumstances. Mr. Carlson noted the covenants will be filed with the plat at Anoka County. <br /> <br />Mr. March mentioned the Eagle Pass Developers are planning to extend Dupre Road to <br />Parkview. Mr. March added, it may be ideal looping the water from Eagle Pass through Parkview <br />then north to the senior housing facility. Mr. March noted, Mr. Carlson petitioned the city for <br />sanitary sewer, storm sewer, streets and sidewalksltrailway improvements. Mr. Carlson <br />questioned the Council on the assessment cost. Mr. March commented the church property can <br />be assessed. However, a feasibility study would provide more reliable figures. <br /> <br />Mr. Carlson distributed three documents which property owners will sign prior to construction, <br />they are as follows: a checklist for completion of escrow items, a letter of acknowledgment for <br />excavation and construction activities and a purchase and sale agreement with regards to the <br /> <br />4 <br />
