<br />SET AGENDA <br />Special Elections <br />Status of 1998 Goals and Objectives <br /> <br />MOTION by Mayor Wilharber, seconded by Councilmember Brenner to set the agenda with <br />noted changes. Motion carried unanimously. <br /> <br />UNFINISHED BUSINESS <br /> <br />20th & 21st Avenue Update <br />Mr. Nyberg briefed the Council on the Joint Powers meeting held between the cities ofCenterville <br />and Lino Lakes. During the meeting both cities tentatively agreed to a fifty - fifty cost split across <br />the board. Mr. Nyberg discussed a proposed schedule for 20th Avenue utilities (See attachment <br />A). Mr. Nyberg suggested waiting until the feasibility study is completed. Mr. Nyberg suggested <br />pursuing an interconnect with Lino Lakes. In addition, providing services to either side of 21 st <br />Avenue to Cedar Street. Also, Centerville will have to work out an agreement with Lino Lakes <br />for the temporary utility connection to Lino Lakes. Mr. Nyberg suggested we need to get a better <br />understanding the cost related to the 21 st Avenue road construction. <br /> <br />Councilmember Buckbee suggested Staff inform the business owners along 21st Avenue of the <br />proposed improvements. Mayor Wilharber summarized Mr. Nyberg's report; Centerville is <br />putting the 20th & 21st Avenue construction and water connection on hold until the feasibility <br />study is completed. Mr. Nyberg noted to bid out the project now will afford the community <br />better pricing for assessing the project. Mr. March added, timing is crucial because of the <br />uncertainty ofthe Metropolitan Councils plans and the timing of the year for construction bids. <br />The City can start the plans and adjust them if needed. <br /> <br />MOTION by Councilmember Brenner, seconded by Councilmember Buckbee to authorize the <br />Engineer to bring the improvement plans to the next Council meeting. Motion carried <br />unanimously. <br /> <br />Fruth & Fisher Comprehensive Plan <br />Mr. March briefed the Council on a telephone conversation he had with a land use planner from <br />the Metropolitan Council (Met Council). The Met Council noted the sewer constraints. Mr. <br />March added if the Inflow and Infiltration efforts are not effective the City may be limited to <br />issuing building permits. Mr. March recommended denying the comprehensive plan amendment. <br /> <br />MOTION by Councilmember Brenner, seconded by Councilmember Buckbee to deny the <br />Comprehensive Plan amendment request based on the information presented. Motion carried <br />unanimously. <br /> <br />2 <br />
