<br />Mr. Nyberg reported the City can initiate the public process with ADL, Noble Welding and <br />Arcade Asphalt to recover improvement cost. <br /> <br />Elementary School Crosswalk Update <br />Mr. March reported he spoke to Mr. Mike Hughes (Centerville Elementary School) and Anoka <br />County about the Elementary School Crosswalk. Mr. March noted Mr. Hughes suggested the <br />school and City split the crosswalk light cost fifty - fifty. In addition, the school is interested in <br />paying the utility cost for the lights. Mr. March commented the school board will address the <br />installation of the flashing lights during their April board meeting. Also, Anoka County stated they <br />will maintain the crosswalk lights. Councilmember Helmbrecht questioned where on Main Street <br />the crosswalk lights will be located. Furthermore, she suggested Staff verify the flashing lights <br />will be within the crosswalk area. <br /> <br />Mr. and Mrs. Udo Wegmann (1742 Main Street) distributed a community traffic survey <br />conducted from September 1997 to date. Ms. Wegmann stated the County's traffic survey was <br />not conducted during the time the children use the crosswalk. <br /> <br />Councilmember Helmbrecht requested verification where the flashing lights will be located. <br />Councilmember Powers stated she would rather spend the funds to help ensure the children's <br />safety. Mayor Wilharber requested clarification on the time Anoka County conducted their traffic <br />survey. <br /> <br />MOTION by Mayor Wilharber, seconded by Councilmember Powers to request Anoka County <br />to indicate the time they conducted the traffic study. In addition, Staff further researches the <br />($6,000) final installation cost and the flashing light location on Main Street. Councilmember <br />Powers amended the motion to forward Mr. Wegmann's survey to Anoka County Highway <br />Department. <br /> <br />Councilmember Powers requested Mr. Wegmann's permission to forward the submitted traffic <br />survey letter to Anoka County. Mr. Wegmann replied the City is welcome to submit the letter to <br />the County. Motion carried unanimously. <br /> <br />Action on Local Government Consultants Recommendation <br />Councilmember Helmbrecht voiced a concern with the grading accuracy and noted she will <br />discuss it with Ms. Person of Local Government Consultants. Councilmember Brenner expressed <br />a desire to grant retroactive payment to employees who have not had their pay increases. In <br />addition, Councilmember Brenner requested retroactive pay information be submitted to the <br />Council by the next meeting. Mr. March stated the City will have to explore different <br />implementing options. <br /> <br />MOTION by Mayor Wilharber, seconded by Councilmember Helmbrecht to set a workshop for <br />Staff and Council on Wednesday, January 21, 1998.
