The Council discussed renewing the garbage contract, extending the contract beyond the October
renewal date and addressing the due dates at the next Council meeting.

Mr. Bill Joslin (2054 Willow Circle) expressed concern regarding the truck traffic, noise and dust
activity east of Willow Glen. Mayor Wilharber suggested Planning and Zoning Committee
consider amending the noise ordinance to eliminate truck traffic prior to 9:00 a.m. on weekend
mormngs.

Ms. Debra Kops (2055 Willow Circle) said perhaps the city could address the weekend noise
concern to ensure residents in the TI.lhlfe will not have to deal with the same situation.

Mayor Wilharber thanked the residents for voicing their concern.

UNFINISHED BUSINESS

The Woods of Clearwater Creek Preliminary Consideration for
(Grading Plan/Preliminary PlatJDevelopment Contract)
Mr. March reported the Planning and Zoning Commission recommended "The Woods of
Clearwater Creek" preliminary plat approval contingent upon the issues presented by the
Engineer, and City Inspectors are addressed, and specific attention given to the developments
drainage and run off specifically in regards to the south properties. Mr. Peterson said he had
received the plans just prior to the Council meeting. However, the cul-de-sac right-of way needs
to be established and the grading plan includes previously stated corrections. Mayor Wilharber
questioned the Engineering Staff as to the cost to continue the watermain through the park to the
west of the Development. Mr. March responded in the past the City has requested Developers to
pay a percentage of the watermain truck cost. Councilmember Helmbrecht questioned the
Engineer in regards to the distance of the dead-end watermain if it is not looped through the park.
Mr. Peterson estimated the watermain will be close to 890' ifit is not looped.

Mr. Travis commented the RCWD stated the first pond does not need a skimmer because the
water is draining into the regional pond. Mr. March noted the long term maintenance to the City
is to clean out the sediment in the regional pond. Also, it may be less expensive to maintain a
smaller and thinner pond than a larger regional pond. Mr. Peterson commented the developer
may not be required to install a skimmer. Mayor Wilharber confirmed Mr. Peterson will talk to
RCWD and confirm if a skimmer is recommended or required for the Woods of Clearwater Creek
development.

Mr. March stated the Developer is looking for preliminary plat approval and direction on the
development. In addition, the Developer would like to start installing the utilities and suggested

3
