Mr. Peterson suggested <br />including a skimmer. <br /> <br />Councilmember Helmbrecht moved to approve preliminary plat approval for the Woods of <br />Clearwater Creek Development. contingent upon the engineers final approval and his <br />recommendation have been met. Councilmember Brenner seconded the motion. Motion carried <br />unanimously. <br /> <br />Development Contract <br />Mr. March gave an overview of the development contract and stated the stormwater fee may have <br />been considered for the whole 19.3 acre property instead of the proposed 10-acre development. <br />Mr. Hoeft commented that City can tailor the disbursement agreement to accept a performance <br />bond or a letter of credit from the Developer. <br /> <br />Laurie LaMotte Memorial Park <br />Mr. March explained the Laurie LaMotte Park progress and that the City is prepared to install the <br />watermain. Mayor Wilharber suggested athletic teams be notified of the construction and that <br />signage indicate the purpose of construction. <br /> <br />Mr. Peterson reported a preconstruction meeting was held on September 8, 1998. He also said <br />that Forest Lake Contracting would like to commence work as soon as possible. Forest Lake <br />Contracting plans to remove fixtures at the park (fence posts, back stops ect.). Forest Lake <br />Contracting plans to install 1500' of six inches of watermain ( PVC) pipe from Centerville Road to <br />the Park building. <br /> <br />In spite of Mr. Petersons request to meet with H.R. Green engineers to discuss Laurie LaMotte <br />Park grading plans, H.R. Green declined the offer. Mr. Peterson felt the meeting is imperative <br />because he noticed flagrant errors on the LaMotte Park grading plan and he believed there are <br />reasons to support H.R. Greens grading methods. <br /> <br />Councilmember Helmbrecht confirmed the Parks grading plans will be resubmitted to the Council <br />for consideration. As requested, Mr. Peterson commented on a letter dated September 4, 1998 <br />from the Electrical Engineer, Mr. Howard Stanford (Exhibit A). The letter indicates a series of <br />electrical additions and changes at a cost of $50,000. Mr. March noted the additional electrical <br />expenses will strain the Park and Recreation's budget. However, the Park and Recreation <br />Committee did not select any alternative for the Parks development during the September <br />meeting. Therefore, additional funds may be available, however, exact figures are not available. <br /> <br />Mayor Wilharber gave a rough estimate of $177,829.00 as a Park and Recreation budget which <br />includes the Woods of Clearwater Creek. ~.
