Furthermore, this does not consider <br />a redesign of the grading to ensure proper drainage, nor administrative fees, which will increase <br />the expenditures. <br /> <br />Councilmember Helmbrecht suggested the Council delay the hockey rink construction until the <br />City knows the total project cost. Mr. Palzer questioned the Council if the City should maintain <br />the extra electric service south of the hockey rink. The Council agreed with Mayor Wilharber's <br />suggestion to pull the electric service and preserve it in the attempt to save the line. <br /> <br />Councilmember Helmbrecht moved to expend an additional $15.000 as per the Engineers <br />letter in regards to Laurie LaMotte Memorial Park. Councilmember Brenner seconded <br />the motion. Motion carried unanimously. <br /> <br />Flashing Crosswalk Light <br />Mr. March updated the Council on the flashing crosswalk lights. He also reported the city is in <br />receipt ofa letter from the school district indicating that they are willing to pay 50 percent of the <br />traffic signal design cost. The Council discussed if the City or the County will be responsible for <br />inspection and suggest the City protecting its interest and inspecting the installation of the lights. <br />Mayor Wilharber reported the City received a letter from Commissioner Margaret Langfeld, <br />which indicated the County's efforts and results of implementing the flashing crosswalk lights on <br />Main Street. <br /> <br />Councilmember Helmbrecht moved to begin the flashing light project and also that Bonestroo <br />inspects the light installation. Councilmember Brenner seconded the motion. Motion carried <br />unanimously. <br /> <br />Resolution 98-01 <br />Councilmember Helmbrecht noted Planning Commission Member, Tina Vermeulen should be <br />removed from Resolution 98-01. <br /> <br />NEW BUSINESS <br /> <br />Preliminary Consideration for Buechler Estates - Park Dedication Options <br />Mr. March updated the Council on the proposed Buechler Estates. Mr. March refered to <br />Ordinance #8. Article 2 - Design Standards - Section 21.02 LAND DEDICATION. In <br />essence. the subdivider shall be required to pay a fee as per schedule in effect per lot created or <br />ten (10) percent ofthe subdivision land value, whichever is greater prior to subdivision; the value <br />(market) ofthe land shall be determined by negotiation between the City and Developer. Lots <br />~reated in any manner that are larger than five (5) acres or three hundred (300) feet in width shall <br />not be subject to dedication ofland for public use. Furthermore, the most recent developments, <br />(i.e. Parkview, Eagle Pass, Clearwater Meadows) have contributed $900 per lot for park <br />dedication fees, not 10 percent of the subdivision land. <br /> <br />5 <br />
