Motion carried unanimously. <br /> <br />Parkview Assessment Hearing <br />Mr. Nyberg gave a presentation on proposed improvements for the Parkview Addition and the <br />total project cost and the project schedule. Mr. Nyberg explained the proposed Parkview Addition <br />assessments of$12,389.99 and the $1,741.23 assessments. Moreover, he explained the <br />assessments does not include the SAC (Sewer available Charge) hook up cost, nor the cost from <br />the street to the home, nor does the assessment include the Water Availability Charge (WAC). <br />Mr. Don Jones (6994 Centerville Road) questioned the double assessment of$12,389.99 at 6994 <br />Centerville road. <br /> <br />Mr. Nyberg explained the 6994 Centerville Road property can be split into two properties. <br />Therefore, there are two assessments on the one parcel. However, Mr. Nyberg indicated one <br />assessment is for the $12,389.99 and that the City may defer the assessment 10 years. <br /> <br />Mr. Jones commented that Ms. Stephanie Hasiak (6994 Centerville Road) purchased Mr. <br />Tourville's property and was not informed that there was an assessment nor a pending <br />assessment. Councilmember Helmbrecht suggested the assessment be deferred for 10 years and <br />then the property owner will not have to pay the assessment until then or until the lot is split. <br /> <br />Mr. Jones (6994 Centerville Road) stated the property owner is required to pay all assessments on <br />a property prior to selling. Furthermore, Mr. Tourville was not aware of a pending assessment to <br />his property. In addition, how can the city expect one property owner to pay $25,000 for an <br />assessment! Councilmember Buckbee understood that Mr. Tourville was aware of the <br />assessment when he owned the property.
