Parkview Assessment Hearing Mr. Nyberg gave a presentation on proposed improvements for the Parkview Addition and the total project cost and the project schedule. Mr. Nyberg explained the proposed Parkview Addition assessments of$12,389.99 and the $1,741.23 assessments. Moreover, he explained the assessments does not include the SAC (Sewer available Charge) hook up cost, nor the cost from the street to the home, nor does the assessment include the Water Availability Charge (WAC). Mr. Don Jones (6994 Centerville Road) questioned the double assessment of$12,389.99 at 6994 Centerville road. Mr. Nyberg explained the 6994 Centerville Road property can be split into two properties. Therefore, there are two assessments on the one parcel. However, Mr. Nyberg indicated one assessment is for the $12,389.99 and that the City may defer the assessment 10 years. Mr. Jones commented that Ms. Stephanie Hasiak (6994 Centerville Road) purchased Mr. Tourville's property and was not informed that there was an assessment nor a pending assessment. Councilmember Helmbrecht suggested the assessment be deferred for 10 years and then the property owner will not have to pay the assessment until then or until the lot is split. Mr. Jones (6994 Centerville Road) stated the property owner is required to pay all assessments on a property prior to selling. Furthermore, Mr. Tourville was not aware of a pending assessment to his property. In addition, how can the city expect one property owner to pay $25,000 for an assessment! Councilmember Buckbee understood that Mr. Tourville was aware of the assessment when he owned the property. Mr. Jones stated he knew about an assessment and escrowed $1,700. at closing. The Council confirmed Mr. Robert Barett's (6953 Centerville Road) question that he could pay the assessment total prior to the end of the year, yvithout paying interest. Mr. Jones commented that a $25,000 assessment is too high for the property in question. Mr. James Hoeft - City Attorney, noted the highest and best use standard principle has been applied to assess the property according to improvement benefit.
