Motion carried unanimously. <br /> <br />Interim Use Permit For Redi.;.Mix-Operation <br />Ms. Gaustad gave a synopsis of an Interim Use Permit request from Dennis Shudy. The Planning <br />Commission considered the requestand-m~de recommendation for approval.- However, during that <br />meeting the permittee identified the wrong parcel of property. Since, Staff researched the zoning map <br />and comprehensive plan and discovered the parcel-is in a Rl (Rural Residential) district. Tire rural <br />residential district is isolated within the corridor of industrial property. The property owner submitted a <br />rezone request and is scheduled to be heard-before the Commission during the next meeting. In addition, <br />the business owner applied for a special use permit, however, an interim use permit will be in accordance <br />to proposed Ordinance #4. InterimUsePermits~ And the permit will allow the Council annual review <br />authority. In short, Ms. Gaustad suggested the Council consider the facts presented prior to approval. <br /> <br />Motion by Councilmember Brenner. seconded by Councilmember Nelson to direct-Staff to <br />prepare an Interim Use Permit. Motion carried unanimously. <br /> <br />City Hall Computer Bids Specifications/Quotes <br />Ms. Gaustad updated the Council on the latest computer bids specifications and quotes. The City <br />received three bids; one included-tax and the same did not quote in accordance with the request. <br />Therefore, Staff created a line item spread sheet to simplify the selection process. The Council <br />shortly, discussed the issue which-caused the followirrgaction: <br /> <br />Motion by Councilmember Travis. seconded by Councilmember Brenner to table the computer <br />bid quotes until May 26.1999: Travis. Brenner. Wilharber aye - Nelson nay. Motion carried. <br /> <br />Mayor Wilharber requested to address Goetz Landscaping. <br /> <br />Goetz Landscaping - Preliminaryreviewfor Grading. Drainage. Erosion Control & Utility Plans <br />Mr. Peterson reviewed the grading, drainage and utility plans and they met with his approval with one <br />exception. The drainage along County Road ditch-54 is in need of cleaning. Mr. Palzer commented the <br />County may not maintain this ditch. <br /> <br />Mr. Palzer stated that the plans-show the driveway will be surrounded by rip rap, and class 5 but; the <br />ordinance states that the entrance must be paved. Mr. Sharp, (Dennis Sharp Engineering) explained that <br />the rock entrance will only be used during construction as a temporary driveway. <br /> <br />Mr. Goetz confirmed Mr. Peterson's inquiry regarding how the building owner determined the <br />number of parking spots. <br /> <br />Page 6 of 8 <br />
