<br />Motion by Councilmember Nelson, seconded by Councilmember Sweeney to authorize Staff to purchase <br />the table top lecture table and mobile bottom. Motion carried. <br /> <br />WaterlSewer Rate Analysis - Fred Stenborg <br />Mr. Stenborg gave a brief overview ofthe need to implement a water and sewer rate policy. Moreover, <br />he presented his phase 1 analysis of the City sewer, water and storm sewer funds and their respective <br />current rates. Mr. Stenborg specifically identified the replacement funds. Mr. Stenborg commented that <br />they have prepared specific recommendations for a phase two study to address some concerns and <br />limitations with the current utility rates for Sanitary Sewer, Water and Storm Sewers. Councilmember <br />Nelson noted she is particularly interested in a phase two analysis. <br /> <br />Current Utility Rates <br />The current utility system gathers revenue with a combination of service charges from existing and new <br />customers connection fees. The current system is summarized as follows: <br /> <br />City Sanitary Sewer Rates: <br />Quarterly Services Charge - $39/residential units (senior discount $331 unit) <br />Connection Fee - $17501 residential equivalent unit. <br /> <br />City Water Rates: <br />Quarterly Services Charges - $15/unit minimum - $ 1.501 thousand gallons of metered water. <br />Connection Fee - $1,3001 residential unit $3,3001 buildable commercial acre. <br /> <br />City Storm Water Rates: <br />Annual Service Charges - $8/residential unit and $24 1 commercial unit <br />New Development - $0.015461 square foot of platted area <br />New Construction - $2001 residential unit and $0.051 square foot for commercial building <br /> <br />(please see attached) <br /> <br />Motion by Councilmember Nelson, seconded by Councilmember Travis to approve phase two. Motion carried. <br /> <br />1999 Sealcoat Project - Attached Map <br />Mr. Stenborg referred to the 1999 sealcoat project map and the specifications. <br /> <br />Councilmember Sweeney, seconded by Councilmember Brenner to authorize the Engineer to advertise <br />for 1999 sealcoat bids.
