UNFINISHED BUSINESS <br /> <br />Meeting Minutes and Delivery Time <br />Ms. Gaustad briefly mentioned that Staff hoped to receive clarification on the time frame minutes are to <br />be delivered to the Council. Councilmember Nelson suggested the minutes be available four business <br />days after a meeting. Councilmember Brenner requested the Planning and Zoning meeting minutes be <br />available to the Council prior to discussing Planning and Zoning items at Council meetings. The Council <br />requested Staff input. Ms. Gaustad explained Staff can produce the minutes whenever the Council <br />requests to have them available. The Council has several options; have the agenda items plus the <br />Council's actions the day after the meeting, the complete meeting minutes within a certain time frame or <br />include the minutes in the Council packets. Mayor Wilharber felt comfortable receiving the minutes with <br />the Council packets. Councilmember Brenner preferred the committee minutes prior to discussion. <br /> <br />Motion by Councilmember Nelson, seconded by Councilmember Brenner to require the meeting minutes <br />within four business days following a meeting. <br /> <br />Mr. March commented that it may be too soon to determine what a reasonable turn around time is to <br />deliver the minutes. Mayor Wilharber would rather encourage Staff to assist residents and unforeseen <br />issues instead of producing minutes. Furthermore, as in the past, having the minutes delivered with the <br />Council packet is acceptable to him. <br /> <br />Wilharber, Travis nay - motion died. Mayor Wilharber requested the item be placed on the next Council <br />agenda. <br /> <br />Interconnect Aereement <br />Mr. March gave an update on the draft interconnect agreement between the Cities ofLino Lakes and <br />Centerville. Mr. Palzer directed the Council's attention to Section 2. Charges. <<Payments for water <br />usage shall be at the current respective City residential water rate at the time of billing, including any flat <br />rate that shall be calculated by dividing the total water used by the average water consumed per <br />household." Mayor Wilharber suggested summing up the sentence to read... <<Payments for water usage <br />shall be at the current respective City residential water rate at the time of billing." Mr. March <br />suggested that a memorandum of understanding accompany the interconnect agreement to depict how <br />water usage will be calculated. <br /> <br />Motion by Mayor Wilharber, seconded by Councilmember Brenner to approve the interconnect <br />agreement excluding Section 2, Charges "...including any flat rate that shall be calculated by dividing the <br />total water used by the average water consumed per household." Motion carried unanimously. <br /> <br />St. Paul Water utility Surplus Property Update <br />Mr. March updated the Council on the proposed St. Paul water utility surplus property, and he <br />commented that the St. Paul Water Utility indicated that the west 100' section of the surplus property has <br />been deemed unavailable until at least year 2001. The western half of the property containing the house <br />has little use to the City. The eastern 120' portion ofthe parcel would be an ideal site for a fishing pier. <br /> <br />Lawful Gambling St. Genevieve Church <br />Ms. Gaustad explained that St. Genevieve Church requested approval for raflles on April 27, 1999 and <br /> <br />Page 3 of 5 <br />
